Org. Setting and Reporting
The position is located in the Office of the Prosecutor, Investigations Section, Kigali Office. The incumbent reports directly to the Chief of Prosecution on investigations, generally, and to the Prosecutor on intelligence and tracking of fugitives
Responsibilities
As Officer-in-Charge and Chief of the Investigations Section, the Commander’s responsibilities are:
- Take responsibility for the effective and efficient implementation of the mandate of the Prosecutor to investigate the serious international crimes committed during the Rwandan genocide of 1994 by coordinating the investigations and tracking strategy of the Office of the Prosecutor (OTP).
- Plan and oversee the management of activities undertaken by the Section
- Manage, supervise and carry out the work programme of the Investigations Section. Co-ordinate the work carried out by investigation teams in order to provide efficient support to trial teams and appeals teams in Arusha; provide programmatic and substantive reviews of drafts prepared by others.
- Organize and supervise the collection and collation of materials, documentary and physical evidence, necessary for strengthening case files being prepared for trials.
- Direct and supervise the conduct of any complementary investigations, as may be requested by trial or appeal teams.
- Provide supervision and leadership to the Intelligence and Tracking Unit and facilitate liaison with international organizations, including INTERPOL, and crime intelligence agencies of relevant Member States.
- Contribute to the development of and oversee the implementation of the OTP strategy for managing all OTP witnesses, including those that are under threat as well as sickly witnesses.
- Ensure the maintenance and regular update of records of confidential sources and informants and supervise the management of physical and financial resources.
- Carry out programmatic/administrative tasks necessary for the functioning of the Section, including monitoring of performance and critical workload indicators, programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
- Manage and supervise all financial and administrative activities of the Investigations Section in Kigali, including but not limited to approval of investigation missions and holding investigators to report and account for resources expended, certification of expenditures and liaising with the Administrative Services in the Registry section in Kigali.
- Foster teamwork and communication among staff in the Section and across organizational boundaries.
- Represent the Prosecutor and OTP management as a whole in public functions or with other UN agencies in Rwanda, when so required.
- Liaise with and sometimes stand in for the Senior Legal Officer in Kigali charged with liaison between the OTP and Rwandan judicial authorities to promote cooperation between the two entities.
- Manage guide, develop and train staff under his/her supervision.
- Participate in international, regional or national meetings and hold programmatic/substantive and organizational discussions with representatives of other institutions.
- Organize, plan and make available adequate logistics for all field missions to Rwanda by trial teams from Arusha.
- Undertake external missions to meet with government and national authorities of technical departments with a view to seek the cooperation of states in the search for and arrest of ICTR fugitives when so required and directed by senior management of the OTP.
- Receive and facilitate cooperation activities with foreign investigations teams seeking the support of the OTP in their conduct of field investigations in Rwanda on genocide and crimes against humanity committed during the genocide of 1994.

Education
Advanced university degree in criminal justice, criminology, law or related area. A first
level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 15 years of law enforcement experience with a focus on criminal investigations and evidence collection at both national and international levels.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
Assessment Method
A competency and technical-based interview will be conducted.
