In May 2011 NRC signed a tripartite Memorandum of Understanding (MoU) with UNHCR and The Administration for Refugee and Returnee Affairs (ARRA) to support refugees and host communities in Ethiopia. The programme is set to be established in May 2011 in the Somali and Tigray regions of Ethiopia with a coordination office in Addis Ababa, promoting an initiative around the Development Assistance for Refugees (DAR) framework in refugee populated areas, which includes addressing durable solutions for the refugee population and addressing issues in the hosting area around the refugee camps.
The Country Director (CD) for Ethiopia is responsible for providing overall leadership for all activities within the Ethiopia country programme. The Country Director reports to the NRC Horn of Africa Regional Director in Nairobi, Kenya www.nrc.no/vacancies
Job description: The CD will lead NRC’s activities in Ethiopia and is responsible for accountable and high quality programme delivery in the country. The Country Director will: deliver results according to NRC’s strategies, both global and country specific;; lead the Country Programme in accordance with NRC values and policies; provide others with a clear direction and delegate work effectively and appropriately; make sound and timely managerial decisions; provide vision, promote ideas and gain agreement; act and be perceived as a role model by being responsible and accountable for his/her decisions – “Walk the talk” analyse the political and humanitarian context and make the NRC programme relevant to the context attract, motivate, develop and coach staff in order to create effective teams; safeguard the interests of the target groups; ensure that programme activities are coordinated with the plans of national authorities and other organisations/agencies; strengthen formal and informal networks with relevant contacts and stakeholders; ensure the safety and security of NRC staff in Ethiopia; and play a key a role in fundraising from institutional donors.
SPECIFIC FOCUS AREAS IN THE COMING THREE YEAR PERIOD: In the first year NRC will be building up a new programme in Ethipoia. The Country Director will have special focus on: hiring the right personnel and building strong teams; ensuring that NRC’s programme activities are relevant to the target groups; and building a robust and financially viable country programme
Qualifications: PROFESSIONAL BACKGROUND: Minimum 5 years leadership and management experience Previous experience from working as a senior manager in a humanitarian/recovery/development context Relevant university degree or higher education, preferably in management, social sciences or international development Previous experience from starting up a country programme is a plus Experience from advocacy work
ESSENTIAL SKILLS: Well documented leadership and management skills Proven communication and interpersonal skills Proven ability to analyse political and humanitarian contexts Proven ability to represent an organisation at different levels Awareness of gender issues Fluency in the English language, both written and verbal
OTHER SKILLS: Knowledge of the context in Ethiopia and the Horn of Africa Region is a plus Above average computer literacy Holder of a valid international driver’s licence

We offer: Commencement: 1. august Contract period: 1 year with possibility of extension Salary/benefits: According to NRC’s general directions, approximately NOK 57154,- (€ 7260) per month, and free housing of moderate standard. International staff lives in modest accommodation.
