Gestionnaire d’Information CDR/ Community Driven-Reconstruction Information

I. Description du poste

Le programme de Reconstruction Dirigée par la Communauté (CDR) – Tuungane - de l'IRC recrute un(e) Gestionnaire d’Information pour mener et coordonner la mis en œuvre du system suivi et évaluation au niveau national. Le programme Tuungane, qui a été étendu jusqu’en juin 2014, vise à appuyer les communautés dans la conception d'un plan de développement, et sa réalisation à travers de fonds mis à leur disposition, pour inciter à la bonne gouvernance. Ce programme est le plus grand de son genre au sein du réseau IRC au niveau mondial et le soutien d'environ 1800 villages. Il vise à donner aux communautés le pouvoir d’exprimer fortement leur avis, d’en tenir compte et de contrôle sur leur propre développement.

En tant que membre clé de la section de recherche et de l'évaluation du programme, le/la Gestionnaire d’ Information sera responsable de la gestion de la stratégie de suivi du programme et de ses entrées et sorties d'information. Le/la Gestionnaire d’Information travaillera en étroite collaboration avec les Officiers de Suivi et Evaluation basée sur les cinq sites du programme (Haut Katanga, Tanganyika, Maniema, Sud Kivu et Nord Kivu) pour superviser le développement et l’amélioration des outils de suivi, la collecte et le traitement des données, et l'analyse des informations. Le/la Gestionnaire sera en liaison avec les autres employés (Gestionnaires de Qualité, le personnel du projet CDR) au besoin pour s'assurer que les questions sectorielles, les questions de genre et de l'inclusion, sont intégrées dans le système de suivi et évaluation. Le/la Gestionnaire d’Information travaillera sous la supervision directe du Conseiller en Recherche et Évaluation.

II. Responsabilités

Appui à la recherche et de conseiller en évaluation: • Gestion du plan de suivi du programme et de ses entrées et sorties, y compris les informations des rapports sur les étapes décrites dans le cadre logique du programme; • Soutenir une équipe des Officiers de S&E afin de s'assurer que toutes les équipes traitent et entrent les données et l’information de façon régulière. Résoudre les problèmes et contrôler la qualité dans les sites du programme avec le personnel afin de garantir un flux régulier d'informations de haute qualité; • Contribuer pro-activement à la rationalisation et l'amélioration du système de suivi et de processus de la récolte et d’analyse des données; • Analyse les données de programme et créer des rapports réguliers sur l'avancement du programme en utilisant les données de suivi, contribuent comme nécessaire à la compilation des rapports programmatiques diffusés aux diverse parties prenantes concernées; • Contribuer à la conception d’outils de collecte de données et d’outils de rapportage internes et soutenir le personnel de programme dans leur utilisation. • Appuyer les processus de développement des capacités, y compris l'identification des besoins en renforcement des capacités, organiser et diriger des forums et des ateliers pour le personnel S&E du programme en vue de les guider dans la collecte, traitement, analyse et présentation des données; • Gérer la base de données de suivi du programme • Soutenir le recrutement, la gestion et la conservation des Officiers S&E de haute qualité

Le/la Gestionnaire d’Information est placé sous la supervision directe du Conseiller de Recherche et Evaluation du programme CDR.

II. Profil requis

Requis • Un diplôme universitaire démontrant un excellent profil académique • Au moins 2 ans d'expérience de travail professionnelle pertinente en matière de gestion des données et de suivi et d'évaluation, y compris l’expérience dans la coordination de travail de groupe • Une connaissance approfondie de Microsoft Excel, maîtrise de Microsoft Access et programmes statistiques (STATA, SPSS) est un avantage. Forte habilité de former les autres sur les fonctions avancées de Microsoft Excel. • Expérience en développement de systèmes de gestion de données / bases de données • Bonne connaissance pratique de Microsoft Word, Powerpoint et Outlook • Motivé, personne positive qui aime prendre des initiatives et travailler en collaboration avec les membres de l'équipe fonctionne bien encore de manière indépendante • Qualités d’organisation et de travail méticuleux, très forte habilité de travailler gérer des tâches complexes avec des limites de temps fixés • Très forte capacité d’analyse. • Doit être prêt à voyager fréquemment et pendant de longues périodes de temps pour les sites éloignés avec des conditions de vie de base; • Experience de travail en Afrique/pays post-conflit souhaité • Maîtrise du français et de l’anglais à l’écrit et à l’oral indispensable

Situation sécuritaire particulière /Logement : Le Gestionnaire d’Information CDR à Bukavu, avec missions fréquentes aux autres sites. Ce poste est non accompagné. Le logement partagé et confortable est fournis par L’IRC. La situation sécuritaire dans l’est de l’RDC est imprévisible et complexe, mais toutes mesures possibles sont prises par l’IRC pour assurer la sécurité du personnel.

The Monitoring Information Manager will be part of IRC’s Community-Driven Reconstruction program in DRC, a program called “Tuungane”, meaning “let’s unite” in Swahili. This program is the largest of its kind within the IRC network globally and will support approximately 1800 villages. It seeks to empower communities to have a greater voice and control over their own development. With a budget of 140 million USD, this seven-year program aims at supporting beneficiaries to improve socio-economic conditions and increase understanding of and demand for good governance. The current program will continue through 2014.

As a key member of the Research and Evaluation Unit of the program, the CDR Information Manager will be responsible to managing the program monitoring strategy and its information inputs and outputs. The post-holder will work closely with monitoring officers based in the five program sites in eastern DRC to oversee development and refinement of monitoring tools, data collection and processing, analyze information collected to feed into program monitoring and accountability frameworks. The Information Manager will liaise with other staff (Process Quality Managers, CDR project staff) as needed to ensure sectoral issues, gender and inclusion issues, are integrated in monitoring plans. The Information Manager will work under the direct supervision of the Research and Evaluation Advisor based in Bukavu.

KEY RESPONSIBILITIES Support to the Research and Evaluation Advisor: • Manage the program’s monitoring plan and its information inputs and outputs including reporting on milestones as outlined in the program’s logframe; • Support a team of M&E officers to ensure that all teams are regularly processing and inputting data. Troubleshoot and do quality control in program sites with staff to guarantee regular flow of quality information; • Pro-actively contribute to the streamlining and improvement of program monitoring and data processes; • Analyse program data and create regular reports on program progress using monitoring data, inputting as needed to program reporting documents disseminated to relevant stakeholders; • Contribute to the design of data collection and internal reporting tools and support program staff in their usage. • Support M&E capacity development processes including identifying capacity-building needs, organize and lead forums and workshops for M&E program staff to guide them in collection, processing, analysis and presentation of data;
• Manage program monitoring database • Support the recruitment, management and retention of quality M&E officers;

This position reports directly to the Research and Evaluation Advisor based in Bukavu.

REQUIREMENTS • A University degree demonstrating outstanding academic achievement (please provide GPA or equivalent on CV) • At least 2 years of relevant professional work experience, preferably related to data management and monitoring and evaluation • An advanced knowledge of Microsoft Excel; experiencing working with Microsoft Access and statistical programs (STATA, SPSS) an advantage. Ability to train and coach others in advanced Excel features. • Demonstrated experience developing data management systems/databases • Strong working knowledge of Microsoft Word, Powerpoint, and Outlook • Excellent analytical and interpretive skills • Motivated, positive individual who likes to take initiative and work collaboratively with team members yet works well independently • Experience working in multi-disciplinary teams and in a cross-cultural setting • Must be willing to travel frequently and for extended periods of time to remote sites with basic living conditions; • Overseas work experience, preferably in Africa and/or post-conflict settings; demonstrable knowledge and interest in international development issues • Fluent in French and English

SPECIFIC SECURITY SITUATION/HOUSING This is an unaccompanied post based in Bukavu, South Kivu, with frequent travel to other program sites. Comfortable and secure shared housing is provided by IRC. The current security situation in Eastern DR Congo is unpredictable and complex, but all possible measures are taken by IRC to ensure staff safety and security.
