The Revolutionary Government of Zanzibar through the Ministry of Health has received funds from the Global Fund to fight AIDS, TB and Malaria. The Zanzibar Malaria Elimination Programme is coordinating all key malaria interventions at various levels of implementation. The Ministry of Health seeks to recruit qualified persons to fill the existing gaps in implementing the planned activities in line with Malaria elimination in zanzibar.

Procurement And Supply Management Specialist
REQUIRED SKILLS AND EXPERIENCE
Qualification and Experience
Master degree in Procurement and Supply /Business Administration / Pharmaceutical or supply chain essential
Supply Chain Management or any development related field and /or a degree in procurement supply mgt
Certification on PSM online training (procurement of pharmaceuticals) an asset
Experience:
Minimum of 5 years professional experience, which includes at least 3 years of experience in pharmaceutical supply chain management, hands on experience with proven expertise in -forecasting and quantification of health commodities and PSM systems preferably in developing countries
Prior procurement and supply chain experience in the frame work of Donor Fund grants a further asset
Ability to work under pressure and handle multiple concurrent activities.
Duties and Responsibilities
To be the overall in charge on all issues related to Procurement Supply Management (PSM) and support the two Programs i.e. malaria and ZIHTL programs
Guide the programmes on procurement procedures according to GFATM policy and ensure effective grant implementation
In collaboration with health sector specialists reviews specifications and quantity of commodities needed to the national supply chain to ensure completeness, accuracy and compliance with quality standards
Validate the quantification and forecasting of health commodities and core -non health commodities to ensure overall competitiveness, quality and conformity to specified requirements; requested by the program before they are submitted to the tender committee.
In collaboration with the Programs Procurement officer prepare PSM overall and annual budgets for the Program as well as sub recipients budgets for all PSM related matters
Monitor and updates stocks, distribution and pipeline information at all levels
Follow up at central and district level and monitors stocks and storage conditions for drugs and other health products, and formulates the recommendations in order to create the appropriate conditions for storage and distribution of drugs and health products
In collaboration with the storekeepers from both programmes ensures proper management of assets procured under GF grants
Prepare and update the PSM plan and ensures implementation
Provide information and communicate with GFATM on PSM related issues and provides data to the program manager.
Perform any other duties, as assigned by the Program Managers.
REQUIRED SKILLS AND EXPERIENCE
Education:
Master's degree in Pharmaceutical/Economics/Business Administration - a Background in Pharmaceutical and/or supply chain is essential.
Supply Chain management or any development related field and/or a degree in procurement supply management;
Certification on PSM online training (procurement of pharmaceuticals) an asset;
Experience:
Minimum of 5 years professional experience, which includes at least 3 years of experience in pharmaceutical supply chain management, hands on experience with proven expertise in forecasting and quantification of health commodities and PSM systems preferably in developing countries;
Prior procurement and supply chain experience in the frame work of Global Fund grants a further asset;
Ability to work under pressure and handle multiple concurrent activities;
Computer literacy and strong iT skills, knowledge of Logistics Management Information System software
Language:
Proficiency in written and spoken English
Understanding Swahili will be an added value.
Expected Duration of Assignment: 1 year (renewable - depending on fund availability).
