The Tanzania Buildings Agency is a Government Executive Agency established under the Executive Agencies Act No. 30 of 1997 to deal with Building Consultancy as well as Real Estate Development and Management Services for the Government and public servants. The Agency has the following vacancies in its establishment to be filled immediately.
30.1 DIRECTOR OF REAL ESTATE– (1 POST)
30.1.1 DUTIES AND RESPONSIBILITIES
• Manages the Real Estate Division,
• Provides divisional staff with leadership by giving them a clear and shared vision, motivation and team spirit,
• Based on the prepared Strategic Plan of the parent Ministry (MoW), procures feasibility and other studies related to the preparation of housing programmes for civil servants and Government office accommodation,
• Reviews the technical aspects of consultants’ feasibility studies regarding Government Real Estate projects’ scope and costing,
• Liaises with the parent Ministry (MoW) to ensure compliance with Government policies, strategies and funding for the Government housing sector;
• Liaises with the parent Ministry, Interested Investors, Funding Agencies and other stakeholders in the preparation and implementation of development housing programmes;
• Oversees the procurement of goods, services (feasibility studies, valuation, maintenance, inventory of government real properties) and all contracts related to Government Real Estate development;
• Monitors project progress and resolves implementation problems in order to achieve performance targets;
• Ensures the implementation of quality assurance procedures that lead to customer focus/perspective;
• Advises the Chief Executive on all development aspects of the Agency’s works;
• Prepares for the Chief Executive periodic reports on the status of all activities related to government Real Estates; and
• Performs such other related duties as may be assigned by the Chief Executive from time to time.
30.1.2 QUALIFICATION AND EXPERIENCE
• Postgraduate qualification in Real Estate Management or Housing Management skills,
• Bachelor/Advanced either in Architecture, Engineering, or Quantity Surveying professions,
• Must have a minimum experience of 10 years in the building industry and at least five years experience in the management of real properties and experience in leading such large-multi-disciplinary professional teams.
• He/she must be registered with the relevant professional Board.
30.1.3 REMUNERATION
• Attractive remuneration package in accordance with the Institution’s salary scale (LSSE)3.
30.2 DIRECTOR OF BUSINESS SUPPORT SERVICES – (1 POST)
30.2.1 DUTIES AND RESPONSIBILITIES
• Manages the finance, administration, marketing and customer care functions of the Agency by formulating short and long term work programs and supervise their implementation;
• Establish policies, schemes and procedures for the development of Agency employees;
• Establish procurement documents and procedures in accordance with the Procurement and Public Finance Acts;
• Formulates strategies for enhancing staff performance in the Agency.
• Prepares for the Chief Executive annual and quarterly financial reports;
• Develop policies, manuals and procedures governing financial management;
• Advises the Chief Executive on all matters related to Human Resource Management;
• Coordinates budget preparations;
• Maintain register of the key customers;
• Advises the Chief Executive on matters related to financial administration and establishes and reviews efficient and effective ways of collecting the Agency’s revenues
• Advices the Chief Executive on all matters relating to marketing the Agency’s products; and
• Performs any other duties as assigned by the Chief Executive.
30.2.2 QUALIFICATION AND EXPERIENCE
• Postgraduate qualification in Business Administration,
• Accounting degree or its equivalent,
• Must have at a least fifteen years working experience and
• He/she must be a Certified Public Accountant.
30.2.3 REMUNERATION
• Attractive remuneration package in accordance with the Institution’s salary scale (LSSE) 3.
30.3 REGIONAL MANAGER – (2 POSTS)
30.3.1 DUTIES AND RESPONSIBILITIES
• Manage all TBA properties in the Region,
• Prepare budgets for the region,
• Prepare and submit action plans,
• Maintain a register of key customers,
• Prepare and submit annual and quarterly progress reports,
• Provide consultancy services in collaboration with the Consultancy Division,
• Provide Real Estate Management services in the region,
• Represent the Chief executive at all regional and District meetings,
• Prepares and oversees programmes and budgets for the collection of Buildings inventory and conditions surveys,
• Initiates and reviews the options for dealing with emergency situations and makes recommendations as to the appropriate Agency’s responses,
• Determine priorities for periodic maintenance and prepares programmes and budgets,
• Analyze unit costs in the regions as an aid to more effective resources allocations,
• Monitors contracts and force accounts performance and recommends changes to operational strategy where necessary,
• Chairs Regional working meetings,
• Prepares regular and adhoc reports for the maintenance, rent collection, plot acquisition and housing loan repayment by Public servants, and
• Perform such other duties as may be assigned by his/her supervisor.
30.3.2 QUALIFICATION AND EXPERIENCE
• Masters Degree or Postgraduate either in Civil Engineering, Architecture, Quantity Surveying or Estate Management.
• Postgraduate qualifications in Management or Business Administration will be added advantage.
• Work experience of not less than ten (10) years in the building sector, two years of which should be at a managerial level.
• Must be a registered either in Engineer, Architect or Quantity Surveyor.
• Should possess computer knowledge.
• Should be proactive, creative, business minded and committed.
30.3.3 REMUNERATION
• Attractive remuneration package in accordance with the Institution’s salary scale (LSSE) 2.
30.4 PRINCIPAL ARCHITECT I – (1 POST)
30.4.1 DUTIES AND RESPONSIBILITIES
• Collect and analyze the Client’s requirements on buildings projects,
• Advise and analyze the need and scope of work for various technical services,
• Organize and arrange site visit and carry out initial appraisals,
• Collaborate with other technical team of the project to analyze and prepare outline proposals for building projects,
• Preparation of the programme and presentation of the proposal for the project team meetings,
• Provide all information complete in sufficient detail and arrange for tendering for the project as advised by the Architect,
• Prepare report, schedule of work, correspondences of the project and seek the approval of the Chief Architect,
• Conduct condition surveys of existing buildings,
• Prepare project brief in collaboration with the Quantity Surveyor,
• Approve preliminary and final cost estimates of the project and contract documents,
• Develops concept of the design works as well as improve the use of materials in the Construction Industry,
• Ensure that the designed and existing built environment conform to appropriate technical specifications and standards,and
• Performs such other duties as may be assigned by the supervising officer from time to time.
30.4.2 QUALIFICATION AND EXPERIENCE
• Degree or Advanced Diploma in Architecture.
• Masters Degree or Postgraduate Diploma in Architecture will be an added advantage.
• Working experience of not less than seven (7) years in the related field, two years of which should be at a senior managerial level.
• Must be a registered Architect.
• Must possess computer knowledge.
• Should be proactive, creative, business minded and committed.
30.4.3 REMUNERATION
• Attractive remuneration package in accordance with the Institution’s salary scale TGS. I
30.5 PRINCIPAL TECHNICIAN – (1 POST)
30.5.1 DUTIES AND RESPONSIBILITIES
• Inspects construction of government buildings,
• Prepares reports on projects on quarterly bases,
• Prepares estimates of budget for construction of buildings and maintenance,
• Prepares action plan for planned activities and supervises its implementation and
• Performs such other related duties as may be assigned by the supervising officer.
30.5.2 QUALIFICATION AND EXPERIENCE
• Full Technician Certificate (FTC) either in Architecture, Civil Engineering or its equivalent,
• Work experience of seven (7) years in the above fields,
• Exposure to the latest AUTOCAD and ARCHCAD programmes will be an added advantage,
• Should posses computer knowledge,
• Should be proactive, creative, business minded and committed.
30.5.3 REMUNERATION
• Attractive remuneration package in accordance with the Institution’s salary scale TGS. F
30.6 TECHNICIAN I – (1 POST)
30.6.1 DUTIES AND RESPONSIBILITIES
• Assists in the preparation of contract documents and drawings,
• Participates in field surveys and data collection,
• Collates and processes statistics,
• Assists in the preparation of work programmes and budget and
• Performs such other related duties as may be assigned by the supervising officer
30.6.2 QUALIFICATION AND EXPERIENCE
• Full technician Certificate (FTC) either in Architecture or Civil Engineering.
• Work experience of at least two (2) years in the related field.
• Exposure to the latest AUTOCAD and ARCHCAD programmes will be added advantage.
• Should posses computer knowledge
• Should be proactive, creative, business minded and committed.
30.6.3 REMUNERATION

30.7 SUPPLIES OFFICER GRADE I – (1 POST)
30.7.1 DUTIES AND RESPONSIBILITIES
• Prepares annual estimates of materials required for the agency,
• Orders and Issues goods/materials for the Agency,
• Compiles and keep record of current prices of purchases of stores,
• Advices on the proper use of stores,
• Assists in the preparation of contracts for tender documents,
• Ensures proper documentation of all goods and materials purchased by the Agency,
• Undertakes inventory and makes proper recording of the Agency’s Assets,
• Supervises and monitors drivers, and
• Performs any other duties as assigned by the Procurement Officer.
30.7.2 QUALIFICATION AND EXPERIENCE
• Bachelor/Advanced Diploma in Materials Management or equivalent
• Should have at least three years working experience in the relevant field.
• Must be registered with the relevant professional Board.
• He/she must be computer literate.
30.7.3 REMUNERATION

30.8 RECORDS MANAGEMENT ASSISTANT I – (1 POST)
30.8.1 DUTIES AND RESPONSIBILITIES
• Receives, records and distributes incoming and internally created mails (letter memoranda, faxes),
• Records and arranges for the efficient and timely dispatch of all correspondences,
• Open index and control files; and
• Performs any other duties as assigned by Records Management Assistant I
30.8.2 QUALIFICATION AND EXPERIENCE
• Form Six (VI) National Examination Certificate.
• Must have Diploma (skills) in Records Management from a recognized Institution
• He/she should have not less than five (5) years working experience in the Registry.
• Must be a computer literate.
30.8.3 REMUNERATION
