Business Development Manager
The Business Development Manager manages the Business Development Unit (BDU). The BDU is responsible for identifying funding opportunities in line with Plan Tanzania’s program priorities, writing successful grants in coordination with program colleagues and strengthening systems and processes for effective grant management.
The Business Development Manager is needed to support the achievement of country fundraising targets and learning regarding the funding portfolio, while assisting the Country Office in Tanzania to develop a strong professional image among Plan donors so that additional grant funding is acquired to grow and support Plan’s program in Tanzania. This will be achieved through:
- Actively seeking and maximizing opportunities for additional funding from a variety of sources;
- Strengthening the capacity of the in-country BDU and other relevant departments in acquire and implement increased sustainable grant funding.
Dimensions of Role:
The post holder will report to the Country Director of Plan International Tanzania and is a member of Country Management Team. S/he directly supervises 3 Grants Specialists and a Grants Accountant (indirectly). The post holder manages a departmental budget at the Country Office and has delegated financial authority for expenditures of up to $100,000.
In line with the Country Strategic Plan and the income target for Tanzania, the incumbent will be responsible for develop a resource mobilization strategy, expand and diversify the institutional donor portfolio as well as the corporate donor base. The post holder will work proactively with National Organization (NOs) to identify and win appropriate grant opportunities and build the capacity and coordinate the development, writing of successful grant proposals across relevant departments.

Qualifications and Experience
- Demonstrable knowledge as a result of education, training or practical experience on the key debates in development, particularly around child rights;
- Proven progressive experience working in the development sector including prior management and team lead experience.
- Substantial exposure to the NGO sector, with knowledge of the host country, the geopolitical factors affecting child-poverty in the country as well as the political, social and economic opportunities for development are an advantage.
- Demonstrated track record of writing project proposals and obtaining grant funding for development projects from institutional donors.
- Demonstrated success in directly managing the implementation and reporting requirements of grant funded projects and programs.
- Experience in coaching, training and facilitation
- Experience in identifying and developing fund raising opportunities
- Experience of working with children and communities and managing child-related program and projects would be an advantage.
Physical Environment and Demands:
Based in Tanzania’s Country Office (Dar Es Salaam) with field travels whenever necessary, extensive visit to donor representatives and limited international travel to meet with donors/NOs.

Program Support Manager - Tanzania
The purpose of this role is to provide strategic leadership in Program Management within Plan Tanzania through the development and execution of the Country Strategic Plan .The incumbent will be responsible for leading the program team in designing, planning, implementing, and monitoring and evaluating program interventions. S/he is accountable for overall performance of the Program Department at Country Office (CO) and Program Units (PUs) to ensure that Plan Tanzania delivers quality programs in accordance with CCCD principles and strategies. The post holder directly oversees Program Strategy and technical support, program effectiveness, knowledge management & learning and program delivery (PUs and outside PUs through grants). The incumbent will act as a deputy to the Country Director on the program side helping the Country Director to lead and manage the program function. S/he is a core member of the Country Management Team (CMT) and provides high-level, strategic leadership to the office as a whole, working collaboratively with other CMT members.
Dimensions of Role:
- The post holder will report to the Country Director, and oversees the Program strategy & technical support, Program effectiveness, Knowledge management & learning and program implementation.
- S/he directly supervises Technical Specialist/Program and Project Managers, MER Manager, and PU Managers (through a designated position (Field Implementation Manager).
- The post holder is overall responsible for national policy and advocacy programs
- The post holder manages the departmental budget at the Country Office, but also oversees the management of program budgets within the program function as a whole.
- The post holder will be a member of the Country Management Team (CMT) and upon delegation by the Country Director will have delegated financial authority to approve all commitments, contracts, grants, leases, disbursements and transfers to third parties up to USD 200,000
- The post holder ensures smooth teamwork within and across the different units and management lines within the Department, while enhancing integration among other departments. Of particular importance in creating high performing teams are the effective working relationships between program staff at the Country Office and in the Program Units, grant project staffs within and outside the PU.
- To ensure that the right staff capacity, competencies and skills are in place, she/he will be involved in recruitment and staffing within the Department.
- The post holder will typically deputize for the Country Director in her/his absence, and support the Country Director in a number of high level representational responsibilities, both externally and also internally within Plan globally.
