Public Expenditure Management (PEM) Adviser (International)
The Australia Indonesia Partnership for Economic Governance (AIPEG) is an AusAID-funded project assisting Indonesia to undertake economic and financial policy reforms. Norton Rose Fulbright, the Managing Contractor, is seeking applications for a PEM Adviser. The duration of the appointment will be approximately 20 months fulltime.
The PEM Adviser will assist the Ministry of Public Works and potentially other selected Indonesian Government line ministries implement significant planning and budgeting reforms. Specifically, the PEM Adviser will assist the Ministry of Public Works implement a Performance Based Budget (PBB) and a Medium-Term Expenditure Framework (MTEF), together with other Public Financial Management (PFM) reforms.
The successful candidates will be expected to have significant experience in government budget and financial management with particular skills in budget/policy processes, costing and budget estimates management and analysis. More specifically, the PEM Adviser should be able to demonstrate the following qualifications, skills, attributes and personal qualities:

- Minimum Bachelor degree, preferably in the areas of finance, accounting, economics or public policy/administration. A Master degree or above is desirable;
- Significant experience (at least 5 years) and technical skills in government budgeting within a PBB and MTEF environment. In particular, skills in policy development/evaluation, budget processes, costing and budget estimates management;
- Strong analytical skills particularly related to business process improvements;
- Experience with spreadsheets and budget IT applications; and
- Ability to provide training/capacity development.
Desirable:
- Experience in budget management/policy evaluation within the infrastructure sector.
b. Personal Attributes:
- Strong relationship management skills, particularly in dealing with senior government officials;
- Ability to operate effectively and sensitively in a cross-cultural environment;
- High level communication skills and ability in written and spoken English; and
- Strong personal drive, initiative and a desire for continuous improvement.
Desirable:
- Consulting experience in Indonesia or a developing country;
- Sound knowledge of GOI bureaucratic structures, processes, relationships and regulations;
- A working knowledge of GOI budget and planning reforms; and
- Fluency or some ability in Bahasa Indonesia.

REMUNERATION:
The remuneration will be set within the AusAID Adviser Remuneration Framework (ARF) which can be found on the AusAID website (http://www.ausaid.gov.au/Publications/Documents/adviser-remuneration-framework.pdf). Remuneration may be set up to a level of Discipline Group D, Level 4, depending on the adviser’s skills and experience.
