dTS is seeking Chiefs of Party (COPs) with expertise in the following technical areas and relevant regional experience in Africa, Asia, Eurasia, and Latin America. COPs will provide leadership of field-based project teams and consultants, assuring quality of performance and delivery of results, and serve as the primary liaison with the donor(s), local partners and stakeholders.
M&E: Performance Evaluation; Impact Evaluation; Performance Management and Monitoring; Training and Capacity Building; Knowledge Management; and Management Information Systems (MIS)
Gender: Assessments; Research; Training; Technical Assistance across sectors; Gender-based Violence
Training and Capacity Development: Human and Institutional Capacity Development; Organizational Development; Conference Planning; and Communications
Economic Growth: Trade; Access to Finance/Financial Inclusion; Competitiveness; and Enterprise Development
Minimum qualifications:
· § Ten to 15 years’ international development experience on USAID, US Department of State, World Bank or other international donor programs.
· § Advanced degree (MA, MBA, MS, PhD, JD) in relevant technical area/sector, social or administrative science
· § Experience managing complex donor-funded activities
· § Excellent communication skills
· § Foreign language skills
Additionally, dTS seeks subject matter/technical experts for short- and long-term assignments in the areas above as well as for the following:
Social Media Experts- to provide performance management and evaluation services to programs/projects using social media in civil society strengthening, democracy and governance, and economic growth programs. Requirements: Minimum 5 years of experience providing technical or management support to social media activities in an international development context. MA in Communications, Media, or International Development related field.
Human Rights Experts/Gender- to design, implement, and/or evaluate gender related programs. Requirements: Ten years of professional experience working in gender, human rights/and or on democracy issues. Requirements: Advanced degree in International Relations or related field.
Land Tenure Experts/Gender (Worldwide) – to conduct in-depth assessments to ensure gender issues are addressed during the design of programs. Provide training and mentoring on gender mainstreaming and social inclusion. Requirements: Minimum of 10 years’ experience working on gender and social inclusion issues. MA in Anthropology, Political Science, Sociology, International Relations, International Development or a related field.
Senior HICD Specialists/Training & Capacity (Worldwide)-The Senior HICD Specialists will serve as project managers and technical leads on short – long term assignments.
Minimum education requirement: Master’s degree in international development, applied behavioral sciences, human resource management, industrial and organizational psychology, economic development or related field. Also a minimum of 8 years of experience applying organizational development methods and theories in government or other institutions in developing countries or ISPI Certified Performance Technologist (CPT) or ASTD Human Performance Improvement (HPI) certification.
