ADVISER, CHANGE MANAGEMENT AND INSTITUTIONAL CAPACITY DEVELOPMENT (TL)

TA to the SADC Secretariat – Institutional Capacity Development Programme (ICDP) The Southern African Development Community (SADC) currently comprises fifteen Member States in Southern Africa, with a combined population of approximately 260 million. The overall objective of this project is to promote equitable economic growth and sustainable socio-economic development in the SADC region.  The ICDP is a capacity development programme, which responds to the specific capacity needs in the SADC Secretariat. Through 6 Long Term Advisers/Key Experts (LTA/KE) and Short Term Experts (STE – up to 1550 working days), support is being provided to the Secretariat to implement a change management strategy which will form the foundation of the other capacity building activities covering planning, research, monitoring and evaluation, improved financial management, strengthening human resources management, procurement, information and communication technology as well as management of EDF resources.

Experience & Qualifications

ADVISER, CHANGE MANAGEMENT AND INSTITUTIONAL CAPACITY DEVELOPMENT (TL) HTSPE is looking for a Senior Expert  for the Team Leader role in this ongoing EC-funded project: Qualifications and Skills: Must have a university Degree of at least four (4) years in Economics or Management or in a related subject or an equal relevant professional experience of at least eight years above the general and specific professional experience required below; Must be computer literate: Competency in word processing and spreadsheet applications is essential; Written and oral fluency in the English language is essential.  Knowledge of French and/or Portuguese would be an asset. General Professional Experience: Must have a minimum of ten (10) years general experience in a senior Advisory or management position; Must have broad experience in a political, social and economic environment, preferably in Southern African; Participatory engagement and facilitation techniques will be an advantage; Public sector experience will be an advantage. Specific Professional Experience: The expert must have at least ten (10) years of professional experience in the management or implementation of donor funded projects, of which at least two must be in Sub-Saharan Africa; Must have previous experience as a Team Leader/Programme Coordinator of a multi-disciplinary team on a development assistance project of at least two years duration; Professional experience in change management and institutional capacity development is essential; Prior experience in the planning and preparation of multi-annual programmes and institutional capacity building is essential; Knowledge of, and experience in the use of, project cycle management processes would be an advantage; Experience of regional economic integration would be an advantage; Experience/knowledge of the other key areas covered by the project would be an advantage; Prior experience of ACP-EU cooperation, particularly in the implementation of EDF-financed projects would be an advantage; Good knowledge of institutional building, preferably in ACP countries, is essential as the technical assistance would be expected to assist in the articulation and drafting of programmes, terms of reference, identification of assistance needs, etc; Previous experience of advising high level policy or regulatory bodies would be essential; Previous experience in the SADC Region would be an advantage. All nationalities are eligible to apply but experts must be willing to work in Botswana and able to travel in the SADC member states.

Additional Information:

The project duration is 3 years (started in May 2013). The TL will be employed for approximately 600 working days over a thirty six (36) calendar month period.
