Objectives
The Agriculture & Agro-Industry Division 1 (OSAN.1) initiates and participates in the development of strategies and instruments that will entail both lending and non-lending activities to deepen sector knowledge and improve portfolio performance in the context of a results-based management approach. The goal of OSAN.1 is to contribute to the Bank’s efforts to reduce poverty and promote sustainable development in RMCs. Its specific objective is to contribute to Bank’s lending and non-lending activities focusing on the improvement of agricultural production, productivity, rural income.
Duties and responsibilities
Under the general guidance and direction of OSAN Director, the Manager of the Agriculture & Agro-industry Division 1 will be responsible for the management and supervision OSAN.1 lending and non lending program. This will include the following duties and responsibilities:
- Supervise the performance of OSAN.1 project portfolio and achievements of targets of Key Performance Indicators (KPI) and ensure that project/program performance leads to achievement of its stated objectives;
- Contribute to the preparation of the Departmental annual work program and budgets according to the priorities set forth by the Country and Regional Departments; Prepare Annual Division Report detailing achievements, constraints and outlook;
- Participate in the preparation of Country / Regional Strategy Papers and Multi-sector Portfolio Review in RMC’s to ensure its consistency with sector work and other cross-cutting profile review towards selection of key pillars for Bank intervention;
- Contribute to the development of policies and appropriate strategies for intervening in the agricultural and rural development sector in line with country strategy papers for the various Regional Member Countries (RMCs);
- Oversee the preparation of identified programs / projects; advise and assist borrowers in utilization of Bank funding facilities vis. Project preparation Facilities (PPF) and MIC Grant funds according to the Bank procedures; Supervise project appraisal and make approval recommendations;
- Lead initiatives related to the development of economic and sector work in collaboration with related Bank Departments, to increase knowledge in the sector, enhance the Bank’s and RMC’s understanding of the contribution of the sector to poverty reduction, etc.
- Contribute to sector knowledge building and dissemination by initiating sector studies and analysis;
- Participate in training workshops, seminars and conferences to update knowledge and information on new development aspects to ensure projects / programs quality at entry, in particular;
- Develop and build client relations at senior levels and plays a promotional role in generating new business for the Bank;
- Represent the Bank at regional and international meetings, conferences, seminars and workshops dealing with issues concerning the agriculture sector development;
Selection Criteria
Including desirable skills, knowledge and experience
- A minimum of a Master’s degree or its equivalent in Agriculture or closely related fields;
- Preferably a minimum of eight years of highly relevant experience including track records in portfolio management, sector analytical work, and delivery of lending programmes, experience with policies and procedures of bilateral / multi-lateral development agencies will be an advantage, demonstrated managerial / leadership competencies;
- Proven ability to build and lead a team of professional staff, and utilize talent and expertise of team members in a productive way;
- Ability to build partnerships and deliver results that meet the needs and long-term interest of clients;
- Proven aptitude to take measurable risks and effective and timely decisions;
- Excellent written and verbal communication skills in English, with working knowledge of French;
- Ability to present ideas and to mobilize support around them; excellent listening skills;
- Capacity to initiate and manage innovations and change; and
- Competence in the use of Bank standard software (Word, Excel, SAP, DARMS, COSTAB and PowerPoint).
