USAID awarded a comprehensive health service delivery project to PATH to improve the health of Kenyans in the western region of the country. The project, APHIAplus, builds upon USAID/Kenya’s country-wide health service support project known as the AIDS, Population and Health Integrated Assistance II (APHIA II). PATH and its partners will implement the APHIAplus project in Western and Nyanza Provinces from January 1, 2011 to December 31, 2015. It will work closely with the Government of Kenya and a wide variety of non-government agencies to strengthen health care services throughout the two provinces. In addition to addressing specific diseases, the APHIAplus project will work on strengthening the region’s health care system by rehabilitating health facilities, training staff, and supporting supply and communication networks. The award, valued at US$143 million, is one of several region-specific health projects that USAID/Kenya plans to award in the near future.
PATH seeks to recruit a Finance Manager to ensure that PATH effectively meets the financial planning, monitoring and reporting needs of USAID. S/he will advise the Chief of Party, project staff, partners and subrecipients on USAID contract requirements and provide training on financial management, record keeping, operational systems and policies. S/he will work with the Chief of Party and technical staff to develop and coordinate the annual work plan and budgeting process with partners and staff in compliance with USAID regulations.
The main responsibilities include but are not limited to:
- Provide capacity building as needed to partners and subrecipients in budget development, financial reporting and grants monitoring.
- Provide technical assistance to partners in organizational and systems development and good governance.
- In collaboration with the Grants Officer, design and manage a system to monitor financial and grants management needs, and train and oversee relevant staff to use the system.
- Design a system to track cost share leveraging.
- Ensure that PATH effectively meets the financial planning, monitoring, and reporting needs of the donor.
- Advise project staff on donor contract requirements and provide training on financial management, record keeping, operational systems and policies.
- Work with the head of project and technical staff to develop and coordinate the annual work plan and budgeting process with partners and staff in compliance with donor regulations.
- Design and manage a system to monitor financial and grants management needs, and train and oversee relevant staff to use the system.
- Supervise all aspects of agreement compliance issues including branding and marking, procurement, property administration, and grant amendment processes.
- Support the financial management, administration and implementation of the APHIAplus project involving multiple public-private partnerships and providing financial advice and support.
- Expertise in administrative project management and training
- Knowledge of applicable US Government procurement, contracting, rules and regulations as well as administrative policies and techniques.

- Masters degree in finance, a bachelor’s degree in business administration, economics, accounting, finance or related field and a CPA (K) or ACCA finalist qualification.
- Ten years experience in a financial monitoring role with at least 4 years in the NGO environment working with USAID / CDC funded projects is required. A relevant combination of academic qualifications and experience will be considered.
