About the Programme
A proposed DFID-funded urban market systems development programme aimed at reducing poverty and vulnerability in Dar es Salaam, with a specific focus on women and youth. The programme has the potential to operate in market systems including, but not limited to, construction, water and sanitation, pre-primary education, ICT, tourism and waste management.
Role Description
The MRM Manager will establish and manage an effective MRM system that draws on international best practice and becomes compliant with the DCED Standard for Results Measurement. The MRM Manager has responsibility for ensuring that MRM activities are well planned, resourced and carried out so that relevant and useful information is generated on intervention performance. The MRM system will be required to effectively prove the project’s impact, as well as generating the right information to continually improve the way the project operates.
Specific Functions
- Take a leading role in developing the project logframe (to include indicators and impact projections), ensuring that project components contribute to the overall project objectives;
- Develop the MRM System in compliance with the DCED Standard (key output: MRM Manual);
- Work with project team colleagues to ensure that all interventions are designed in compliance with the DCED Standard;
- Lead on development of results guides (including results chains and measurement plans) for each intervention;
- Develop attribution strategies, baselines and survey designs, the data from which will be used for making decisions on closure, parking, continuation and scale up of interventions;
- Be responsible for ensuring progress reports are completed and submitted on time by intervention leads; assist in the preparation and running of core team meetings and strategic reviews;
- Take responsibility for the validation of data arising from the implementation of the measurement plans to verify that the results conform to best practice;
- Take responsibility for aggregation of the impact of all interventions into a results tracking tool, for use by the project team, client and other stakeholders as required.
- Track an internal assessment of risk for each project/intervention;
- Carry out evaluations, impact assessments, and in preparing case studies on both successful and unsuccessful interventions that analyse what happened, what was achieved and what lessons can be drawn;
- Take the lead in preparing all documentation and orientating project teams for a DCED audits and pre-audit review.
- Develop capacity among project team colleagues and, where relevant, external stakeholders, to play an effective role in the project’s MRM processes.
Qualifications
- A postgraduate qualification in a relevant field;
- A minimum of five years’ experience in MRM for large scale development programmes. Experience on urban market systems development programmes is desirable;
- Familiarity with the use of results chains and the DCED Standard for Results Measurement. Experience preparing for, and passing, a DCED audit is desirable;
- Proven experience in research and data collection, including survey design and qualitative and quantitative techniques;
- Proven ability to work effectively in teams and to interact effectively with a diverse range of stakeholders;
- Experience working in Tanzania, and particularly Dar es Salaam, is desirable;
- Excellent English written and verbal communication skills. Proficiency in Kiswahili is desirable
- An adaptable, constructive and positive working style.
