Chief of Party, Health, Tanzania

Working in 50 developing countries across Africa, Asia and the Americas, Plan’s stated Global Strategic Goal (2011-15) is to reach as many children as possible, particularly those who are excluded or marginalised, with high-quality programmes that deliver long-lasting benefits. Plan aims to achieve this goal by working in partnership with others and through high performing teams whose behaviours reflect the corporate values. It has a global income of around $800m.
Plan is seeking applicants for a proposed Chief of Party (COP) position for an anticipated USAID-funded health project in Tanzania. Primary responsibilities will include providing overall leadership, management, and general technical direction for the entire programme, ensuring an integrated vision among diverse components and actors, and a focus on achieving the results defined in the solicitation. The COP will oversee activities of sub-recipients and leading programme focused strategic planning and decision making. The COP will work on a daily basis with high level representatives from the Government of Tanzania and will be the key liaison with USAID, implementing partners, and other stakeholders.
The Chief of Party will report to the Country Director, working closely with the Programme Team at the US National Office.
Main responsibilities
The COP is expected to:
• Provide overall technical and managerial oversight and leadership for the project to achieve defined outcomes. • Ensure efficient management of financial resources, including the review and approval of programme budgets and monitoring expenditure. • Supervise project staff including professional performance management and coaching. • Supervise field operations, administration, logistics and procurement. • Oversee management, delivery, and monitoring of sub-grants. • Supervise programme monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors. • Assure full compliance with all USAID, Plan, and other fiduciary regulations. • Serve as a principal liaison with the Government of Tanzania, USAID, project partners and stakeholders, and other donors to ensure effective programme implementation and to build positive lasting relationships. • Responsible for overseeing project reporting process in line with donor requirements.
Knowledge, Skills and Behaviours required to fulfill objectives of the role;
Knowledge
• Master’s degree in Public Health, Health Economics, Health Policy or a related field; PhD, MD or Dr PH preferred. • Significant experience in relevant programme management and significant supervisory experience in complex health projects in Africa. Experience in Tanzania preferred. • Expertise in Health Systems Strengthening and one or more of the following: Maternal Nutrition and Child Health (MNCH), health services delivery, Reproductive Health and Family Planning (RH/FP) or other related fields. • Experience leading and/or managing large USG-funded health programmes including experience in: client relationship management, developing programme work plans, developing programme budgets, managing programme implementation, and managing technical teams. • Previous experience as a Chief of Party with USAID highly preferred. • Knowledge of USAID regulations and guidelines (administrative, operations, financial and programme reporting, etc.) Knowledge of community-level challenges impacting upon health and social service delivery.

• Demonstrated success strengthening local systems and government institutions. • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff. • Proven experience hiring, training, and supervising teams of international and local staff. • Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams. • Excellent English oral and written communication skills; fluency in Kiswahili will be a significant asset. • Proficiency in Microsoft Office suite, including Word, Excel and Outlook. • Ability to travel regularly within Tanzania.
