2)Assist the FORM in governance oversight over Product / business operational risk management from an end-to-end basis based on Finance Process Governance structure.
3)Implement controls within the business unit to meet all regulatory and internal requirements and ensure proper functioning of day-to-day controls, periodic monitoring activities and timely resolution of risk issues.
4)As the first line of assurance, represent Responsible Person (RP) role in Finance Department, execute the first line self assessment model, report on and analyze operational risks to FORG.
5)Promote a strong operational risk management and compliance culture through ORMAF and business engagement.
6)Partner the Business Units on operational risk matters to ensure business growth is balanced with risk management and control.
Key Roles & Responsibilities
1)Ensure that relevant Group, Business and Local policies are effectively embedded within Finance
2)Facilitate the implementation of key control standards (KCS), related key control self-assessment (KCSA), key risk indicators (KRI) and monitoring plans for compliance and operational risk management.
3)Ensure consistent deployment and execution of KCS, KCSA and KRI within Finance and exceptions are accurately documented in optial and reported in phoenix where applicable.
4)Engage appropriate stakeholders to ensure that losses, risk events, policy deviations, KCSAs/ KRIs exceptions reported in phoenix/Optial are properly managed and closed within target dates. And proactively escalation of operational risk issues/long outstanding issues to FORG/FORM/Business Head as appropriate.
5)Ensure that all Minimum Control Standards in the FCP manual are traceable to relevant KCSs/KRIs within the Bank
6)Ensure proper follow up of issues raised by Compliance and Assurance(C&A) and Group Internal Audit (GIA).
7)To be the source of reference within the business unit in facilitating and promoting the understanding of OR and compliance requirements.
8)Coordinate and consolidate Operational risk and loss reporting of the unit for the reporting to the FORG, FORM and Business Unit Head. Ensure data accuracy and completeness in optial and Phoenix database.
9)Design and implement control measures and monitoring plans for compliance and operational risk management. Ensure effectiveness of controls for compliance monitoring and risk management.
10)Ensure risks and issues identified are resolved in an appropriate and timely manner.
11)Assist FORM in the implementation of OR framework and other relevant OR initiatives.
12)Could act as the Unit Money Laundering Prevention Officer (UMLPO), or cooperate with the UMLPO to ensure appropriate internal controls and procedures for money laundering prevention are in place and functioning as intended. Where appropriate, assist in the investigation of financial crime risks.
13)Ensure that policies are implemented effectively within Business; new regulations are properly communicated, and provide quality assurance on the design of the control measures and monitoring plans.
14)Lead and coordinate effort to enhance the general risk management and compliance culture within the business. This includes communication and other initiatives to change mindset and behavior of staff.
15)Lead the Department's Business Continuity Plan (BCP) and conduct monthly H&S assessment.
Qualifications & Skills
Relevant University degree.
Good communications and interpersonal skills
Broad understanding of banking practice
General understanding of minimum controls standards
An eye for detail and accuracy with a strong analytical capability
Probing mind
Sound knowledge of Generally accepted accounting principles and group accounting / financial control policy
High level of computer literacy is required especially the use simple system/ data query tools
