The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Lead Engineer P4, which will be based in our Country Office in Addis Ababa, Ethiopia. The selected candidate will be required to travel within Ethiopia and throughout the East Africa region.
WFP is an operational leader in engineering services. The Lead Engineer will be responsible for providing support in the technical, financial and administrative aspects of various engineering projects, and providing overall engineering leadership and expertise to WFP activities, including implementing all stages of engineering and construction projects supporting WFP operations in Ethiopia or adjoining territories.
The Lead Engineer will report to the Country Director (or designate) with the functional supervision of the Director, Management Services Division and technical supervision of the Chief Engineer, WFP Field Engineering and be responsible for the following key duties:
- Provide engineering and project management services for the overall programme of engineering works being undertaken by the Country Office (CO);
- Ensure compliance with WFP’s policies, criteria and procedures in the planning, design, and execution of all projects undertaken;
- Develop master plans for renovation and construction projects or portions of larger projects, including functional and technical design requirements for the purpose of design reporting and site lay-outs;
- Incorporate country-specific technical requirements into planning, design and construction phases of projects, and implement green building technologies where appropriate and feasible;
- Act as WFP Construction Project Manager in construction phase of the project by providing oversight of technical quality, schedules, and budget, as required; Monitor safety performance of construction contractor, address contractual issues, and maintain a comprehensive system of site records related to construction project(s);
- Raise issues impacting budget and make recommendations;
- Ensure that the construction methods and equipment used are in compliance with the international standards and requirements on quality, health and safety;
- Ensure that the security provisions employed on various projects are sufficient and consistent with the requirements of WFP and UN security;
- Supervise and manage staff within the CO engineering team, both in terms of effective management of work time and distribution and prioritisation of tasks, as well as overseeing the quality and conformance of the work produced;
- Contribute to business continuity, contingency planning and make the necessary recommendations; Periodically monitor risks in relation to project management and report on any actions taken;
- Prepare detailed tender packages for designers, specialists and contractors;
- Oversee technical aspects of the procurement process of all engineering projects through all stages including evaluation and award;
- Participate and provide advice in Evaluation Panels for procurement of construction and maintenance services;
- Prepare reports, including technical appraisals, contract documentation, reviews on the contractor's proposals and any other relevant reports;
- Review, evaluate and approve the planned construction methodologies by contractors;
- Establish and maintain project performance monitoring, evaluation and reporting up to project completion;
- Establish a comprehensive system for maintaining records including correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records, etc;
- Prepare and issue weekly and/or monthly reports, project completion reports and full report on final completion;
- Liaise with government bodies, other UN agencies and humanitarian organisations in order to coordinate engineering projects which involve multiple stakeholders;
- Liaise with local authorities to obtain necessary clearance for the implementation of the projects and to ensure co-ordination of activities throughout the project duration;
- Manage and maintain cash flow programmes, contract documents and payment process for contractors’ services;
- Perform other related duties as required.
Qualifications & Experience Required Education:
- University degree, preferably at the advanced level, in Civil or Structural Engineering;
- Professional or Chartered accreditation by an appropriate national or international regulatory authority for Engineers.
Experience:
- At least 8 years of postgraduate progressively responsible professional experience in civil or structural engineering with solid experience in the overall management of engineering projects and activities as well as high independence and decision making authority;
- Experience of working in difficult security environments;
- Experience in engineering/construction with focus on ‘health and safety’ is an asset;
- Experience of working within the humanitarian community is desirable.
Technical Skills & Knowledge:
- Good knowledge of engineering design, in particular to the civil and structural fields;
- Proficiency in developing master plans for renovation and construction projects and site lay-outs;
- Familiarity with public procurement procedures, international contract formats and construction management procedures;
- Proficiency in MS Office (Word, Project, Excel, Powerpoint, Outlook) and other standard office software packages and systems;
- Advanced knowledge of AutoCAD and other project management software;
- General knowledge of UN system policies, rules, regulations and procedures governing administration is considered a plus.
Competencies:
- Excellent negotiating and communication skills;
- Ability to conduct in-depth analysis on issues or problems that are highly complex and draw solid conclusions;
- Ability to coordinate and monitor own work plan and those under supervision;
- Ability to handle multiple tasks at the same time;
- Demonstrated effectiveness in developing master plans for renovation and construction projects and site lay-outs;
- Ability to draft clear concise reports or rationale for decisions on key issues;
- Ability to provide expert technical advice and conduct engineering site assessments of WFP facilities;
- Ability to develop budgets and formulate new strategies and technical approaches on project management;
- Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour through the demonstration of technical leadership.
Language:
- Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages);
- Knowledge of French or Spanish is desirable.
Terms and Conditions Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
