Service required: training
Duration: 2 times delivery of a 5 days training session (each training will take five days at different times)
The Intergovernmental Authority on Development (IGAD) intends to contribute to the institutional building process in Somalia by way of supporting capacity building initiatives mainly in promoting good governance. This will be done in close coordination with the Government of Somalia so that relevant institutions will be selected for a capacity building training in governance and leadership.
Therefore, IGAD is looking for institutions that can provide training in Governance in a post-conflict perspective.
Key objectives
The learning objectives of the training include:
- Building capacities of participants to understand issue of Governance and leadership in a post-conflict peace building situation ,
- Strengthen skills and capacities of delegated officials to conduct context analysis of the post-conflict situation in their country and exercise good governance in their respective institutions ;
- Enhancing skills of participants to apply the learning objectives to their work using creative methodologies;
- Enhancing participants’ capacities to evaluate their training programs.
Scope of the task is expected to cover
• Since installing good governance and institutional building is part of the peace building process in Somalia in order to transform and help people recover from effects of war the training is expected to cover concepts of good governance core challenges of the post-conflict transitions such as; the challenges of ensuring participation etc…
• A five days training should be crafted underlining a post-conflict situation based on the principle of enabling trainees to apply what they have learned in their work, and tackle issues such as challenges of institutional building and promoting good governance ;
• Trainers should contextualize concepts and principles in view of the socio-political situation in Somalia so as to enable trainees to work towards delivering good leadership ;
• Trainers are expected to prepare a template that allows trainees to assess the training at the end ;
• Report of the training is expected to be delivered one week from the final day and the report should cover, course description and specific topics, participation and issues observed, final day evaluation and recommendations.
Methodology
The training is expected to be participative, interactive and empowering based on experiences. It has to create some potential for multiplying effects. It is also expected to be based on an example of an “exercise” which has to be practiced during the training for more understanding.
Venues and training facilities
The first round training targeting high level officials shall be carried out from July 20, 2013 to in the town of Dire Dawa of Ethiopia
Logistics
IGAD shall cover daily subsistence allowances, economy class air ticket, and land transport if need be.
Requirement
• Demonstrated experiences in providing training in Governance and Leadership ;
• Knowledge and experience of the IGAD region,
• Ability to perform the training between the months of July and August ,2013
• Flexibility to unforeseen situations i.e. changes in schedules.
