We seek qualified candidates for the position of Technical Advisor I, Nutrition and Infectious Diseases (NID) Coordination, FANTA III in Washington, D.C.
Position Description: FANTA works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for International Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious and non-communicable diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement. Under the supervision of the Technical Advisor, NID Science and Strategy, the Technical Advisor, NID Coordination is responsible for the logistical and administrative coordination of the FANTA NID Cluster activities and staff and for the timely and quality completion of all tasks and deliverables carried out by the Cluster. The Technical Advisor, NID Coordination is responsible for ensuring that all FANTA country program activities carried out by the NID Cluster are implemented in a high quality, timely and consistent fashion across countries and program areas. The Technical Advisor I, NID Coordination will: The production of NID deliverables: Support the Technical Advisor, NID Science and Strategy in the timely production of high quality program guidance, technical documents, training materials, and service provider tools related to NID and non-communicable diseases (NCD) for USAID, PVOs and host country governments. This entails: managing the Cluster’s Activity Tracking system; liaising with the country Technical Monitors and with country Project Managers to manage in-country technical assistance activities carried out by the NID Cluster; collaborating with the country Project Managers in identifying steps to address challenges and facilitate progress in FANTA’s work; liaising with the Technical Advisor, NID Science and Strategy in coordinating FANTA’s research activities related to ID and NCD. Collaborate with FANTA’s Operations Unit to coordinate the project’s relations with local NID partners and Subrecipients (e.g. COUNSENUTH in Tanzania, INCAP in Guatemala) on the financial, logistical and organizational aspects of activities. Relations with the donor: Lead the budgeting, and tracking of field support funds from PEPFAR-related sources with support from the country Technical Monitors, the Deputy Director for Country Programs, individual Project Managers and FANTA’s Operations Unit; Supervise and be responsible for the timely production of required updates and reports to donors and stakeholders on activities and studies carried out by the NID Cluster Be the prime point of contact for routine communications with OHA Collaborate with the Technical Advisor, NID Science and Strategy and with country Project Managers in responding to requests from USAID Washington and Missions for technical assistance on NID/NCD Relations with staff: Oversee and manage the work of FANTA Program Officers assigned to the NID Cluster and coordinate work among team members Coordinate the recruitment and management of NID Cluster consultants hired by HQ to ensure FANTA’s capacities in global technical assistance. Work closely with FANTA’s NID/NCD Cluster Technical Advisors to coordinate both the technical and administrative aspects of in-country activities, including concept paper, SOW and workplan development, negotiation and collaboration with client and partners, management of consultants and subcontractors, development of final products, and results reporting. Other duties as assigned. Minimal Requirements: At least 7 years of work in international development, with a combination of relevant research, technical, operations and management experience with donors, PVOs and international organizations. Experience in managing USAID-funded projects required At least 7 years of experience on the integration of nutrition with at least one of the following: HIV, food security, nutrition or infectious disease programs is preferred. At least 7 years professional experience working in low or medium income countries implementing nutrition and/or food security programs is preferred. Advanced knowledge and demonstrated technical expertise implementing and managing multi-sectoral programs with food consumption and/or nutrition goals. Knowledge of U.S. legislative and international and national initiatives relevant to Title II, MCHN, HIV and emergency, reconstruction and stabilization programs and experience in influencing their design. Extensive knowledge of Title II, MCHN and HIV programs. Experience managing teams of multi-disciplinary technical specialists. Extensive experience developing, managing, tracking and reporting on activities in multiple countries and technical areas, and their associated budgets Ability to undertake problem analyses and organize diverse information in a systematic way while thinking creatively to propose approaches to improve program design, implementation and results reporting. Strong analytical ability is essential. Ability to work with others to translate technical materials into practical tools and approaches and be able to communicate these options using print, electronic and presentation services. Demonstrated managerial, leadership, organizational, and interpersonal skills. Ability to work in and manage a team consisting of people with different technical backgrounds and with people with varying levels of technical training Ability to facilitate relationships and interact smoothly and effectively with clients and colleagues. Superior presentation skills, both written and oral. Samples of writing will be required. Facility with computing environments. English fluency is essential and French, Portuguese or Spanish ability preferred *Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
