Currently, TPSC has campuses at Dar-Es-Salaam, Tabora, Mtwara, Singida and Tanga. The demand for TPSC’s products and services has increased over the years and there is need to staff these campuses with the right candidates, who have the knowledge, skills, attitudes and behaviors (competences) commensurate with a government owned institution. 12.1 SENIOR LECTURER- PLANNING, FINANCE AND ADMINISTRATION-1 POST
Job Purpose: The Senior Lecturer is responsible for planning, finance and administration functions of the entire college resources. He/she will advise the CEO on sound Accounting and financial management of the College resources, new developments in the areas of planning for the College expansion, managing of new projects/infrastructures, management of all resources, including, physical and Human),as well as Monitoring and evaluation of performance in the entire College. Employ industry smart practices in sound financial and Accounting management, projects management as we as performing training , research and consulting functions in respective areas of his/her profession as required by the National Accreditation Council of Tanzania (NACTE Standards/principles and policies with regard to academic programmes).
12.1.1 DUTIES AND RESPONSIBILITIES.
• Plan, develop, organize, implement, direct and evaluate the Colleges planning, accounting & financial and administration functions;
• Develop plans, programmes and give advice on planning, finance and accounting matters as well as human resources management in the college;
• Enhance and / or develop, implement and enforce administrative policies, and procedures of the college by way of systems that will improve quality management of all resources in the college (financial, human) including monitoring & evaluation of the college performance);
• Provide strategic inputs and leadership on the decision making process affecting the college performance, to ensure effectiveness in managing the college resources;
• Participate in negotiation of contracts, assessing needs, developing institutions budgets and annual work plans;
• Represents the College in looking for financial resources to increase the capacity of the Institutions performance;
• Develop good and user friendly Accounting, Human Resources and M&E systems for use in the College;
• Responsible for formulating Accounting policies and procedures of the College, prepare Strategic plans and budgets, as well as timely submission of quality financial statements of the college to Auditors;
• Perform any other duties which the Principal may assign him/her.
12.1.2 QUALIFICATIONS AND EXPERIENCE
• PhD with proven work experience of at least 15 years, that includes (10) peer reviewed publications, consultancies and leadership in a training institute; OR
• Master’s degree with 20 years’ work experience including at least 15 peer review publications/consultancy reports or a combination of training and research (5 being in the public service);
• An experienced leader with training, research and consulting experience, preferably in Accounting/Finance, or Project management as well as General Management;
• An energetic with high ethical standards and appropriate professional image;
• A good educator who is trustworthy and willing to share information and serve as a mentor; and
• A strategic, visionary with sound public / general management, technical skills, analytical ability, good judgment and strong operational focus, well organized and self-directed with excellent communication skills.

12.2 LECTURER (GOVERNANCE & ETHICS, PROCUREMENT MANAGEMENT)-1POST.
12.2.1 DUTIES AND RESPONSIBILITIES
• Develops and delivers short and long term courses;
• Conducts consultancy and research;
• Guides and supervises students in building up their practical and research projects;
• Prepares learning resources and designing training exercises for students;
• Develops and reviews curriculum, teaching manuals;
• Coaches junior teaching staff;
• May head on od the academic departments; and
• Perform any other related duties as may be assigned by his/ her supervisor.
12.2.2 QUALIFICATIONS AND EXPERIENCE
• Doctorate (PhD) degree in the field of Education Management, or Records and Archives Management, or Library and Information studies, or Governance and Ethics with good knowledge in Computer applications and eligible for registration as a technical teacher; OR
• Master’s Degree with upper second or higher first class and proven experiences in Research and Consulting of at least 10 years and published at least 5 Consultancy/Research reports in relevant field. Managerial work experiences of at least 3 years in the public service will be an added advantage.

12.3 TUTORIAL ASSISTANT-1 POSTS 12.3.1 DUTIES AND RESPONSIBILITIES
• Conduct short and long term courses;
• Teaching up to NTA level 6 and may assist in teaching higher NTA levels;
• Prepares learning resources for tutorial exercise;
• Conducts research, seminars and case studies;
• Carries out under supervision consultancy and community services;
• Supervises students project;
• Prepares teaching manuals; and
• Perform any other related duties as may be assigned by his/ her supervisor.
12.3.2 QUALIFICATIONS AND EXPERIENCE.
• Bachelor Degree with upper second and above in the field of Procurement &
Supplies/Logistics Management or Office Management.
• The candidate should be eligible for registration as a technical teacher.
12.3.3 REPORTING:

12.4 ASSISTANT TUTOR GRADE II – 2POSTS 12.4.1 DUTIES AND RESPONSIBILITIES
• Teaching NTA levels 4 & 5 and may assist in conducting tutorials in higher NTA levels;
• Conducts examinations up to NTA level 5;
• Prepares learning resources and for practical exercise; • Assist in supervision of examinations; and
• Perform any other related duties as may be assigned by his/ her supervisor.
12.4.2 QUALIFICATIONS AND EXPERIENCE.
• Ordinary Diploma with at least upper second class or equivalent in fields of Records and Archives Management, Office Management OR Secretarial studies from any recognized institution
• The candidate should be eligible for registration as a technical teacher.
12.4.3 REPORTING:
