Position Description: The Chief of Party (COP)/Project Director will serve as FHI 360’s representative in Djibouti and key liaison to USAID, government counterparts, local organizations, and program partners for all program related matters and ensure a high level of communication and close working relationships between all parties. In his/her capacity as finance advisor to the MENESUP, he/she will provide on-site technical assistance to the Ministry in developing the capacity of regional and circumscription directors to prepare their annual budgets. The COP will also serve as a key advisor to the Secretary General and his Director of Planning in their effort to decentralize the MENESUP budgeting process and align it with the decentralized planning process using EQEL tools. He/she will also be responsible for planning and overseeing the technical work in areas coordinated by the three senior advisors providing strategic leadership and technical and management direction for successful project implementation. As Chief of Party/Project Director, manages development of and monitors work plans and budgets; develops and manages systems of quality assurance and improvement; ensures appropriate levels of technical assistance in program operations; accesses appropriate skills and expertise from across FHI 360; coordinates partner efforts in program implementation; ensures appropriate program monitoring and accurate financial and programmatic reporting to FHI 360 and other donors as required. The Chief of Party/Project Director I will: Overall planning, implementing, and managing of the project and establishing the administrative framework to monitor and assure progress toward achieving project goals and objectives; Interfaces with USAID on management and decision-making. Ensures that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated; Develops and implements annual program work plans and performance milestones plans and negotiates an agreement of those plans with USAID and other partner organizations; Ensures the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines; Responsible for M&E results and reporting with support from HO project director; Assists with analysis and communications regarding resource management activities. Minimal Requirements: Bachelor’s degree required but Masters and PhD highly preferred, with at least 8 years of experience. Knowledge of strategic planning, administrative, and financial management systems, including contractual matters as appropriate. Significant senior management experience and demonstrated leadership skills. Ability to collaborate with a range of stakeholders to reach common objectives, setting priorities and meeting deadlines. Ability to multi-task and demonstrated ability to respond to changing situations in a flexible manner in order to meet current needs. Strong programming, management, and technical skills; strong change management, results oriented and decision making skills; strategic thinking skills. Ability to work on a team of host country nationals and expatriates in the field, and to mentor national staff. Strong written and verbal communication skills. Experience providing technical leadership of educational and capacity building programs. *Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
