Minimum Requirements
REQUIRED QUALIFICATIONS
Open to USG Foreign Service Nationals (FSNs) of the U.S. Mission to Kenya.

- Education: Completion of secondary school is required.
- Prior Work Experience (40%): Must have a minimum of five years of commercial driving experience. A valid Kenyan commercial driving license, class B, C, E is also required.
- Post Entry Training: Defensive driving and motorcade operation course, emergency evasive driving techniques, and emergency/first responder medical course. The incumbent will train on USAID ADS/6 FAM 228 policies and procedures.
- Knowledge (30%): Must know Kenyan traffic laws and be familiar with traffic patterns in and around Nairobi. Must be knowledgeable on vehicle operation and maintenance procedures, international and local traffic signs and laws, anti-terrorism driving tactics, emergency first aid, location of hospitals, police station, host government offices, embassies, hotels, and official residences and have knowledge of radio operation procedures for responding to vehicle emergencies. Must have level IV English ability, i.e., must be able to read, write and understand both written and spoken English at a level sufficient to easily accomplish daily tasks and to take instructions in written form and orally, via radio, etc. Level III Kiswahili also required. Must have knowledge of Microsoft Word.
- Skills and Abilities (30%): Must demonstrate by road tests at the time of interview, skills in handling vehicles and the ability to drive defensively to avoid accidents and personal injuries. Must have a record of accident-free driving in Kenya for at least the previous five years. Ability to communicate using radio/cell phone, and provide emergency first aid; excellent physical condition with eyesight corrected to 20/20. The incumbent should posses a pleasant personality required in dealing with the general public.
Job Specification
BASIC FUNCTION OF POSITION
The incumbent provides driver/chauffeur services to the USAID/USAID/E&T or designate. The incumbent may be called from time to time to provide driver/chauffeur services, including passenger motor vehicles or trucks, to the Motor pool or the Warehouse in the General Services Office in accordance with instruction received from the Motor pool Supervisor and/or the Motor pool Dispatcher. The incumbent operates these vehicles to transport the USAID/USAID/E&T Mission Director and/or personnel and official visitors within the city and surrounding areas and country. He/she can be assigned by the Motor pool Supervisor/Dispatcher, in the absence of the USAID/E&T Mission Director, to drive a light truck or a pickup for delivering of materials and equipment for the Mission. Maintains the assigned dedicated vehicle in a spotless and serviceable condition, perform minor preventive maintenance and safety checklists on a daily basis, and informs the Dispatchers of defects. The incumbent completes the daily vehicle usage record for his/her dedicated vehicle. He/she is available to work in the evenings, weekends, and holidays, and is expected to maintain a professional appearance in the chauffeur uniform provided by the Mission at all times.
MAJOR DUTIES & RESPONSIBILITIES
USAID/USAID/E&T Mission Director’s Driver: (80%)
The incumbent is the dedicated USAID/E&T Mission Director’s Driver.
Other Duties: (20%)
The incumbent:
Can be assigned, in the absence of the USAID/E&T Mission Director; to a Motor pool activity to drive passenger, commercial, or other vehicles like forklift, water truck and mail delivery truck, and performs other duties such as visa collection from embassies and expediting.
Performs daily inspection and assures that the vehicle is spotless and in good running condition. Reports all discrepancies in the vehicle to the Dispatcher. Completes accident reports when required. Performs driver’s maintenance in accordance with established rules and regulations. Maintains current the motor vehicle usage reports pertaining to all trips made.
Is available for USAID E&T Mission Director’s field trips and travel within the country. Can also be requested by the Motor pool Supervisor/Dispatcher to avail himself/herself for Motor pool services in the absence of the Mission Director. Will be aware of current Mission Order for Motor pool and reports misuse of vehicle by US Direct Hires or coworkers.
Monitors the local traffic/driving environment, and takes action to avoid demonstrations, road construction or areas which could pose a danger to the travel of passengers or vehicles. Knows the location of hospitals, police stations, foreign missions, etc.
Performs other related duties as assigned.
POSITION ELEMENTS
- Supervision Received: Supervision will be received directly from the USAID/E&T Mission Director. General supervision will also be received from the Motor pool Supervisor, Dispatcher and the General Services Officer. Instructions are generally verbal but may be written when multiple assignments are made.
- Available Guidelines: Written and verbal guidelines will be provided as required by the supervisory staff, mission orders, notices, FAM 228 and ADS 536.
- Exercise of Judgment: Must be able to make sound judgment concerning the road ability and safety of the assigned vehicle, and report on its condition to the Motor pool Supervisor or take appropriate action when out of the city.
- Authority to Make Commitments: N/A.
- Nature, Level and Purpose of Contacts: Provides driver/chauffeur services to the Mission Director and the Motor pool. Works with personnel of USAID, official visitors, and, occasionally, host government employees.
- Supervision Exercised: N/A
- Time Required to Perform Full Range of Duties after Entry into the Position: Must enter into the contract with the capabilities to perform the full range of the duties of this position, but with the understanding that one year of actual work experience in the position will be required to become fully cognizant of all of the activities.
NOTE:
Current USG employees must meet the "time-in-grade” requirement of 52 weeks in the previous lower grade to qualify for the position at the level in this vacancy announcement or be at the same grade for which the position is being recruited.
