UN women under the auspices of the UN joint programme for gender and women’s empowerment (JP-GEWE) is undertaking a programme of building the capacity of planning officers, monitoring and evaluation officers and gender focal points in collecting, analyzing and using sex disaggregated and gender specific data and information.
UN women is looking for an expert to conduct a needs assessment/training needs analysis of the identified target group, and based on that develop a five day initial training for the officers.
Specific tasks for the assignment are to:
- Review the SDD-GSI that is collected and used by the identified sectors and ministries to identify
- What information is collected and how it is used.
- Who is primarily tasked with collecting information
- Assess which SDD-GSI collected is needed to inform policy and decision making, whether it is available in the participating ministries and how it is used to inform policy and decision making.
Identify the data gap
- Make a comparative study of the ministries in terms of how far advanced their SDD-GSI collection and use.
- Establish which skills are needed to analyze and use SDD-GSI and identify collective and individual capacity gaps with the planning officers in responding to a gender informed planning process
- Develop a proposal for a training programme for statistics officers that will address identified gaps and needs.
- In conjunction with the UN participating agencies, agree on a phase 1 training for planning officers — that will take into account the general and specific needs of the participating ministries
Education and training
An Advanced Degree (Masters with 10 years’ experience or PHD) in any social science or statistics field.
If the degree is not on gender then applicants must have some training in gender.
- Facilitation and training skills
- Report writing skills
Experience:
- At least ten years demonstrable experience in the field of gender analysis or statistics.
- Experience with Government of Kenya Planning processes
