Danish Refugee Council (DRC) is an international non-governmental organization that provides direct assistance to conflict-affected people, including refugees, internally displaced persons and host communities. DRC have been present in South Sudan since 2005 and it has a presence in four of the ten states in the country.
In April 2012, DRC started an emergency relief operation for approximately 80,000 refugees coming from Sudan (Blue Nile State) in Upper Nile State – South Sudan. The DRC emergency team for the above mentioned relief operation is composed of 10 international staff and approximately 75 national staff. The main sectors of the DRC emergency response are camp management, shelter, protection, logistic/technical support to UNHCR and partners (vehicle maintenance and fuel management) and livelihood activities.
DRC is currently looking for an experienced Shelter/Site planning Manager to add to its emergency response team in Upper Nile.
BASIC FUNCTIONS
Under the supervision of Camp Manager, the Shelter/ Site Planning Manager will be in charge of all shelter/site planning activites in the “Yusuf Batil refugee camp” located 17 km. west of the village of Bunj, Maban County, Upper Nile State – South Sudan. This includes continuing developing the layout of the camp, direct implementation of the shelter strategy agreed with UNHCR, support UNHCR’s site planner, managing basic logistics for the camp construction, guiding partner organizations for other relevant sectors linked to the camp layout.
SPECIFIC DUTIES AND RESPONSIBILITIES
• Developing the layout of the camp in coordination with UNHCR;
• Preparing layout drawings and maps;
• Preparing BoQ and technical drawings for refugee household shelter;
• Preparing BoQ and technical drawings for camp communal infrastructures such as markets, community meeting rooms, temporary learining spaces, child friendly spaces, etc.;
• Direct supervision of construction works and managing the construction teams;
• Manging basic logistics for the construction works in support of DRC international logistics manager;
• Represent DRC in the coordination fora at local or national level as per instructions of the direct supervisor;
• 75% of the time to be spent in the field at the refugee camp;
REQUIREMENT AND SKILLS:
• University degree in Architecture or Civil engineering with at least 3 to 5 years experience in international organization, or construction related high school diploma with relevant working experience of at least 5 years in refugee/IDP camps;
• Experience in GPS mapping;
• Good skills in software for technical drawings, GPS mapping;
• Experience in making BoQ and drawings using local construction materials available maximizing cost-efficiency and quality of the construction works;
• Team work oriented, good communication skills;
• Willing to spend approximately 75% of the time in the field, and flexible with working hours;
• Able to manage stress and a large number of national staff;
• Flexible in performing duties as required by the emergency situation;
• Fluent in spoken and written English, knowledge of spoken Arabic is an asset;
• Ability to adapt to basic living conditions.

Salary: According to DRC salary scale – position B3
Contract: 6-7 months (until 31/12/2012), renewable for 6-12 months subject to performance and funding.
