The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

In seeking to achieve this objective, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of its organizational structure and the filling of all vacant posts.

2. Main Duties and Responsibilities:

Under the direct supervision of the Team Leader, PMT, the Senior Programme Officer shall support the strategic planning of AUC Peace and Security Programme activities towards the full operationalization of all the elements of the African Peace and Security
Architecture (APSA). The coherence and effective management of the European Union (EU) APSA Support Programme and the Early Response Mechanism (ERM) will be a key focus.

The Senior Programme Officer will be responsible for the following duties:

i. Engage with AUC political officers responsible for relations with the RECs/RMs to ensure the active participation of RECs/RMs in the formulation of Annual Work Plans of the APSA Support Programme;

ii. Oversee the preparation of the Annual Work Plan of the APSA Support Programme and ensure coherence with the PSD Departmental Work Plan, Joint Funding
Arrangements (Salaries and Liaison Offices) and other donor support;
iii. Ensure the preparation of narrative reports on the implementation of approved Annual Work Plans, covering the progress made and results obtained;
iv. Assist in the oversight mechanisms relating to the African Peace Facility (APF) in particular through the preparation of AUC-RECs/RMs Steering Committee meetings for planning, monitoring and reporting on implementation of activities agreed upon under the African Peace Facility;
v. Provide technical assistance to the PSD and the RECs/RMs on the formulation and follow-up of funding requests to the APSA Support Programme, Early Response Mechanism and other funding mechanisms. In addition, the Senior Programme Officer is expected to provide necessary reports (including narrative reports) and identify measures to address budget shortfalls and difficulties in implementing activities, including consideration of reallocation of resources, requests for additional funds and extension of project activities;
vi. Provide advice to RECs/RMs including their liaison offices in Addis Ababa and AU’s Liaison offices within the RECs/RMs to ensure they are fully informed of the status of financing of initiatives under the APSA Support Programme, the ERM and other funding mechanisms within the African Peace Facility;
vii. Support the sharing of best practices and lessons learnt between the AUC and RECs/RMs on technical aspects of initiatives financed under the African Peace Facility; and

viii. Perform any other duties as may be assigned by the Team Leader from time to time.

3. Qualifications:

• Advanced University degree in programme and project management, in particular budgeting, monitoring and evaluation. An understanding of the sources and dynamics of conflicts, peace and/or security in Africa would be an added advantage.



4. Professional experience required:

• At least ten (10) years of work experience with five of such years devoted to work related to programme and project management, in particular budgeting, monitoring and evaluation. Ability to coordinate the work of professional staff with proven ability to work closely with governments, RECs/RMs, NGOs and multi-lateral institutions in complex undertakings.


5. Other relevant skills

• Be computer literate and versed in the use of Power Point, Excel and Word.

• Good communication, planning, writing, analytical and organizational skills.

• Have experience in the workings and operations of inter-governmental organizations and agencies.


6. Language requirement

Proficiency in one of the African Union working languages. Proficiency of one or several other working language(s) would be an added advantage.



7. Age requirement:

Candidates must preferably be between 30 and 45 years old.

8. TENURE OF APPOINTMENT:

The appointment shall be for an initial period of One (1) Year. It shall be renewable subject to performance, reports deliverables and availability of funds.

10. REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 79,903.40inclusive of all allowances for internationally recruited staff.
