International EDF Procurement , Malawi

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an experienced International EDF Procurement Expert to develop an automated Case Management System for the Malawi Judiciary and Directorate of Public Prosecutions within the Malawi Democratic Governance Programme.

Programme: DEVELOP AN AUTOMATED CASE MANAGEMENT SYSTEM (CMS) FOR THE MALAWI JUDICIARY AND DIRECTORATE OF PUBLIC PROSECUTIONS

Starting period: late July 2012 Project duration: 33 w/d Location: Malawi Deadline for submission of CVs: 22/06/2012

Description of the Mission Global objective The global objective of this assignment is to contribute towards the achievement of Result Area 1 of the Democratic Governance Programme: Improved access to quality and responsive justice for all.

Specific objectives The specific objectives of this assignment are: a) To conduct a needs assessment and – using earlier design work and assessments as a basis - to design an automated Case Management System (CMS) for the Malawi Judiciary (Supreme Court as well as the High Court of Malawi – Principal Registry and 3 District Registries) as well as the Directorate of Public Prosecutions (Lilongwe, Blantyre and Mzuzu) for civil and criminal matters. b) To develop detailed technical specifications for the hardware and software requirements of the Case Management System as well as comprehensive budget and maintenance cost summary. c) To develop and compile a comprehensive tender dossier for the supply, delivery, installation and commissioning of the CMS according to 10th EDF procurement rules and regulations. d) To provide technical assistance, guidance and support to the Democratic Governance Programme during the various stages of CMS procurement and contract management process.

International EDF Procurement Expert Profile required: Qualifications and skills: • University degree in Procurement Management, Public/Business Administration or related field. • Proven consultancy abilities. • Fluent in spoken and written English; • Excellent analytical competence and interview skills; • Active listening skills and strong report writing skills;

General professional experience: • Minimum of 7 years of relevant professional experience in the field of EDF procurement.

Specific professional experience: • Excellent knowledge and experience of the European Development Fund (EDF) procurement rules and procedures. • Proven experience in the provision of technical assistance and advice on EDF procurement procedures. • Proven experience in the management and oversight of large international EDF procurement processes, including the compilation and development of EDF compliant tender dossiers. • Knowledge of process/systems automation in the Justice Sector in developing countries or similar projects will be an added advantage.
