This post is a challenging opportunity to lead Corporate Services for the British government presence in Tanzania. The post brings together corporate services in support of the UK’s diplomatic relations (led by the Foreign and Commonwealth Office, FCO) and aid programme (led by the Department for International Development, DFID) overseas. We need an excellent communicator with at least 5 years’ management experience and a track record of at least 2 years of strong team leadership, preferably in an international organisation.

UK Department for International Development (DFID)

DFID leads the UK Government’s fight against global poverty. DFID works in partnership with national governments, other development partners, civil society and the private sector to achieve the UN Millennium Development Goals.

DFID Tanzania’s overarching objective is to see Tanzania reduce the poverty of its people and become independent from aid, which will require a shift to sustainable growth which delivers jobs and raises rural incomes. DFID’s plan for the next four years therefore increases support for the critical role that the private sector and market systems play in combating rural poverty through greater competition, investment and regional integration.

The plan is aligned to the objectives set out in the Government of Tanzania’s five year National Strategy for Growth and the Reduction of Poverty (2010/11 to 2014/15). It has three strategic objectives:

  1. Wealth creation. DFID will scale up programmes to increase the incomes of the rural poor, increase access to finance, improve resilience to climate change, reduce the cost of doing business and, in our regional integration programme, reduce trade and transport costs that limit the competitiveness of Tanzanian exports.
  2. Delivering the Millennium Development Goals. DFID will build on progress in the provision of basic services and address key areas where the Government of Tanzania is not able to meet the needs of the poorest and most marginalised, concentrating in areas where we have a comparative advantage.
  3. Getting Government to work better and helping Tanzanians hold their Government to account. DFID will help build a more accountable democratic state that responds to people’s needs, and help Tanzanian citizens access and use information on their services, entitlements and rights.

UK Foreign & Commonwealth Office (FCO)

The High Commission, under the UK’s Foreign and Commonwealth Office, represents the British government in its relations with the Tanzanian Government and promotes British interests in Tanzania. The High Commission’s work in Tanzania contributes to the UK’s three foreign policy priorities.

The purpose of the UK’s Foreign and Commonwealth Office is to pursue an active and activist foreign policy, working with other countries and strengthening the rules-based international system in support of our values.

  • To safeguard Britain's national security by countering terrorism and weapons proliferation, and working to reduce conflict.
  • To build Britain’s prosperity by increasing exports and investment, opening markets, ensuring access to resources, and promoting sustainable global growth.
  • To support British nationals around the world through modern and efficient consular services.

At the High Commission in Dar es Salaam, we have staff working on political issues, communications, commercial services, visas and consular affairs. The team runs small project budgets to promote our work, and represent UK interests in Tanzania.

Overall Objective

Reporting to FCO and DFID Senior Management, the Head of Corporate Services will be responsible for the successful day-to-day operation of Her Majesty’s Government Corporate Services across the FCO and DFID. This includes financial management, procurement, human resources, estates and security.

Job Description

Leadership and Management:

  • Ensure successful day-to-day operation of HMG Corporate Services in Tanzania
  • Support the HMG change agenda in order to modernise working practices; support staff during major periods of change
  • Drawing up, and agreeing with senior management, an annual business plan for the management of corporate services for the High Commission and DFID, to include regular monitoring of progress and mid-year and year-end assessments
  • Continuously review business processes and resource management to identify new ways of working and deliver a more effective, efficient and professional operation
  • Manage a team of twenty with direct line management responsibility for three officers
  • Represent the BHC on the Umoja House Joint Management Committee, which is responsible for the day-to-day running of the Umoja House office building
  • Ensure implementation of the diversity policies and that the BHC and DFID is staffed and managed in a fair, open and non-discriminatory manner with equal opportunities for all in line with local law and internal guidelines
  • Explore possibilities for sharing management services in order to achieve efficiencies for HMG
  • Explore opportunities for regional working with other British diplomatic missions in East Africa.

Finance:

  • Day-to-day management of the HMG corporate services budget (over $2.2 million annually), ensuring spending is correctly authorised and accounted for, remains on budget and achieves maximum value for money
  • Prepare annual, monthly and ad hoc budget reports as necessary.
  • Ensure compliance with all relevant financial, security and legal policies, as well as that correct accounting procedures and that appropriate key performance indicators (KPIs) are met.
  • Ensure that appropriate checks are in place for all assets and stocks.
  • Manage the end of month account procedures
  • Review and authorise individual expense claims
  • Coordinate accounting and finance services to the Partners Across Government as required

Procurement:

  • Implement existing corporate policies and best practices on procurement, ensuring the mission achieves maximum value for money
  • Manage external contracts with local suppliers and vendors as necessary.

Human Resources:

  • Oversee and implement HR policies, including terms and conditions of service and compliance with local labour law
  • Serve as interview panel member as needed for HMG recruitment
  • Work with HR staff to prepare for employment contracts, leave reports and other staff correspondence
  • Provide guidance on sensitive staff matters for both diplomatic and locally employee staff, including management issues and dispute resolution.

Estates:

  • Oversight of the HMG estate, including office buildings and staff residential properties including management of local contracts for estates-related work (ie. gardening and maintenance contracts, etc.)
  • Ensure compliance with local and UK health and safety regulations and policies
  • Ensure environmental/sustainability methodologies are integrated into the Embassy
  • Perform spot check of inventories and supplies as needed
  • Develop a rolling replacement programme of office equipment as needed.

Other Tasks:

  • Oversight of processing of diplomatic staff arrivals, departures, freight transfers, customs clearance, accreditation, etc
  • Supporting the work of the Greening Committee, including reducing the HMG carbon footprint
  • Circulate management or other information notices to all staff.

Skills Required

  • Excellent interpersonal and communication skills with a strong customer focus
  • Ability to work with contacts and colleagues at all levels
  • Personal drive and the ability to be a self-starter as well as a team player
  • Strong organisational, analytical and time management skills, with very good attention to detail
  • Flexible, resilient under pressure and decisive with a proven track record of delivering results to a high standard within tight deadlines
  • Ability to travel occasionally within the region or internationally as needed (approximately 5-10% of the time)
  • Willingness to work additional hours as necessary.

Minimum Qualifications

  • A college/university level degree, preferably in Business Management or related field, or equivalent direct working experience
  • Experience of working internationally or in an international organisation will be advantageous;
  • At least 5 years of management or administrative experience in a managerial capacity. At least 2-4 years’ experience of managing staff;
  • Background in accounting, finance, budgets, human resources or estates preferred;
  • Fluent in English, orally and in writing, required; a knowledge of kiswahili preferred
  • Strong IT computer skills using Microsoft Word, Excel, PowerPoint, Office, Internet and MS Project; experience with Oracle or other ERP systems and databases preferred

Compensation package

A competitive salary starting at 4,071,051 TSh per month, with annual progression plus benefits will be offered for this post. This post is based in Dar es Salaam, Tanzania. Appointment will be under local terms and conditions and is subject to security clearance.

Travel

The post holder will be required to travel within Tanzania. There may also be some limited international travel.
