Consultant - Noble Gas Maintenance, VACIMS0032-2012 The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its Headquarters in Vienna is the international organisation setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the Treaty banning any nuclear weapon test explosion or any other nuclear explosions. The treaty provides for a global verification regime, including a network of 321 stations worldwide, a communication system, an international data centre and on-site inspections to monitor compliance. We seek to recruit a highly qualified candidate for the following positions in the Commission's Provisional Technical Secretariat: Title of Assignment: Consultant - Noble Gas Maintenance Vacancy Number: VACIMS0032-2012 Date of Issuance: 01-Jun-2012 Deadline Date: 30-Jun-2012 Start Date: As soon as possible Duration: 6 months Assignment: Background: The Preparatory Commission for CTBTO is establishing an International Monitoring System (IMS) as part of the global verification regime foreseen under the Comprehensive Nuclear-Test-Ban Treaty to provide global monitoring for the detection of nuclear explosions. The System consists of a worldwide network of 321 seismic, hydroacoustic, infrasound and radionuclide monitoring stations supported by 16 radionuclide laboratories. The IMS facilities transmit data using a closed and secure satellite communication network: the Global Communications Infrastructure (GCI), to an International Data Centre (IDC) in Vienna. The radionuclide network comprises of 80 stations equipped with aerosol detection systems of which 40 are designated to have xenon detection systems as well. Measurement of radioxenon air concentrations has to be done by three basic steps: First, xenon is extracted from air and a gas sample which is enriched in xenon is produced, then the sample is further processed for purification. At the end the, beta and/or gamma activity of the sample and the volume of the xenon sample is determined. Duties: Manage and implement maintenance activities for noble gas facilities of the International Monitoring System (IMS), including corrective and preventative maintenance, overhauls, replacements, and coordination with equipment providers, station operators, and other contractors. Perform troubleshooting, conduct on-site visits to inspect, maintain or repair installations as needed, and prepare related reports; In coordination with Logistics Support staff, track equipment downtime, problem history and provide support to sustain IMS stations; assist in the evaluation of station performance, including review, preliminary evaluation, and classification of reports, and upkeep of station records; Support the development and implementation of procedures for the reliable operation, maintenance and overall sustainment of IMS facilities, including the development and review of station specific technical documentation; Perform other, related duties as necessary. Qualifications: Necessary: University degree, preferably in science or a engineering or related discipline. A strong engineering background is preferred; Knowledge and experience of radiation measurement systems; Knowledge of IMS noble gas monitoring systems or similar; High level of expertise in developing maintenance activities of complex systems; Excellent oral and written communication skills in the English language together with experience in writing and editing technical documentation. Desirable: Technical documentation writing experience; Knowledge of document management and quality assurance of documentation; Knowledge of project management basics. Competencies: Conscientious and efficient in meeting commitments, observing deadlines and achieving results and be able to work independently with minimum supervision. Very good skills in communicating with people from different backgrounds and demonstrated ability to work in a multicultural environment.
