Consultancy , Human Rights Training Manual Development

The Danish Refugee Council (DRC) has been providing humanitarian relief and development services in the Horn of Africa since 1997. DRC’s Mogadishu progam operates within a country framework, under the auspices of a regional structure (Horn of Africa and Yemen).
DRC implements a variety of emergency and longer-term interventions targeted to the development of economic and institutional capacities of selected communities in rural and semi-urban districts, affected by displacement.

Internally displaced people, returnees and other groups living in urban settlements with considerable protection gaps are assisted though integrated emergency humanitarian interventions in WASH, livelihoods and protection. Integral components of the protection program include protection infrastructure, establishment and supervision of community watch groups, violation monitoring and capacity building.

DRC protection program
Protection remains a major issue for those affected by emergencies and protracted displacement settings in both formal and informal settlements. The Protection Program seeks to enhance the protective environment of beneficiaries, and empower them to better respond to day-to-day situations.

To achieve this, the program activities have focused on capacity building of duty bearers and rights holders to uphold human rights; increasing access to services by survivors of violations and increasing information access by the general populace on prevention and response of protection violations.

DRC seeks to strengthen community based protection mechanisms through capacity building of local authorities and key informants to enhance their prevention and response to the needs of male and female survivors and to increase their understanding of human rights, protection, equality and gender.

Purpose of the consultancy
The purpose of the consultancy is to design and develop a training manual (with modules) on human rights appropriate for the Somali context to enhance community-based protection mechanisms.

The manual will be used to train the local authorities, key informants and rights holders to be better placed to understand protection concerns of the IDPs and for the rights holders to claim their rights and access services.

The specific objectives of the consultancy are:
  • To draft a training manual (for literate and illiterate audiences) for authorities, key informants and rights holders on human rights, protection mechanisms, governance and humanitarian principles.
  • To train DRC staff members (two ToTs) on the basis of the manual so that they have the tools and knowledge to carry out future trainings based on the manual
Scope of consultancy
The scope of the consultancy will include the following:
  • Undertake a desk review of existing documents and related works, but not limited to DRC existing trainings, UNHCR guidelines, IASC, ICRC, protection mainstreaming, etc.
  • Analyze the contextual situations
  • Propose a draft outline of the manual with justification for the modules. DRC envisages this manual to include modules on human rights, gender equality, governance, protection mapping, accountability and the role / rights / responsibilities of aid providers, duty bearers and rights holders
  • Develop training aids (for both literate and illiterate participants) to be used by both facilitators and participants which complement the training manual. Training techniques on lesson plans and work plans to be included in training aids
  • Arrange for consultation of relevant experts, including protection implementers and incorporate their opinions
  • Develop final draft of the training manual to DRC
  • Conduct two, 3-day ToT training to DRC staff members in Somalia (location TBD, but most likely in Mogadishu and Hargeisa) to familiarize them with the manual and prepare them to provide the training to beneficiaries.
**** The Consultant expressly transfers to DRC all patents or copyrights related to any work created in connection with services provided.

Expected Outputs
  • A human rights training manual (both in English and Somali) which addresses the issues outlined above developed and will accomplish the above objectives.
  • User-friendly training aids developed to complement the training manual.
  • ToT Training conducted for members of DRC staff.
DRC’S Responsibilities
  • Transport to and from the field.
  • Travel insurance for the consultant for the duration the consultant is in the field
  • All necessary project documents as requested by the consultant
  • Accommodation for the consultant in the field
  • Pay consultancy fees at a mutually agreed rate
The terms and conditions of service will follow DRC terms of consultancies. Payment will be done according to the financial procedures of DRC.

Reporting Arrangements
For day-to-day operations, the consultant will report to the Protection Coordinator. The Program Director will provide additional oversight as needed.

Duration
DRC anticipates that the consultancy will take two months. The consultant must be available to commence the consultancy by 22 July 2012 and must be available for the two months period.

Terms and Conditions
The consultant will be required to be field based for at least 50% of the consultancy. Accommodation of a moderate standard will be provided at the DRC guesthouses in Somalia. The consultant will be required to follow DRC security protocols at all times while in Somalia

DRC will not be responsible for any insurance and travel outside the DRC designated project coverage as advised before start of the assignment.

Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework (http://www.drc.dk/relief-work/how-we-work/humanitarian-accountability-framework/)

Consultant Profile
  • The consultant should have extensive experience with designing and facilitating human rights training in the Somali context. Written samples of previous relevant works will be an added advantage.
  • University degree in Education, International Law, Governance or another related field
  • Proven ability to write clearly and concisely in English.
  • At least 5 years of experience in human rights law, education or other closely related field.
  • Experience with the Somaliland / Somalia context.
