PSI seeks an experienced Technical Advisor to lead a consortium of two other Technical Partners, as well as plan and coordinate all activities under an anticipated $330 million dollar DfID-funded Service Delivery Support project in reproductive, maternal, neonatal, and child health in Kinshasa, DRC.
The Technical Advisor should have significant technical experience working to strengthen primary health care service delivery systems providing a full package of services. This position will be based in Kinshasa, DRC, will coordinate a technical team in the DRC office, and report to the Chief of Party.
RESPONSIBILITIES:
• Provide overall technical oversight of the project to ensure enhanced service delivery and quality within DfID supported health zones • Serve as the technical lead on all aspects of health systems strengthening for the project including: service delivery, human resources for health, medical products, vaccines and technologies, information, governance and finance • Liaise with other existing health programs to obtain best practices, lessons learned to guide the design phase of the project • Ensure high-quality periodic reporting in line with DfID and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports, forecasting etc…) • Deliver technical assistance to the Ministry of Health (MOH) to improve engagement and institutional strengthening • Coordinate internal and external program planning and reporting including annual work planning with technical and implementing partners, including capacity building and technical assistance. • Provide policy and technical guidance to implementing partners to ensure quality of service provision and alignment of priorities • Knowledge of monitoring and evaluation of complex projects with multiple partners • Support policy dialogues with the Ministry of Health (MOH) centrally, in conjunction with DfID, on key issues relevant to service delivery within the DRC • Synthesize and disseminate lessons learned from projects between implementing partners to ensure cross-cutting issues are addressed in program implementation
QUALIFICATIONS:
• Masters degree in public health, social sciences, international development or related field • 10+ years experience in the implementation and management of international development projects in Africa with 5 years of experience working in primary health care in developing countries • Direct experience in 2 or more areas of health systems strengthening building blocks (service delivery, human resources for health, medical products, vaccines and technologies, information, governance and finance) • Extensive knowledge and work in improving health delivery systems in the public sector • Technical expertise in reproductive, maternal, neonatal and child health • Exceptional technical experience in implementing complex public health sector activities involving coordination with multiple program partner institutions • Experience with advocacy within government and non government channels • Excellent interpersonal and communication skills • Excellent management skills • Fluency in English and French is required • Advanced Microsoft Office skills
