PSI seeks an experienced Monitoring and Evaluation Technical Advisor to coordinate, plan, and support all research activities under an anticipated $330 million dollar DfID-funded Service Delivery Support project in reproductive, maternal, neonatal, and child health in Kinshasa, DRC. This position will play a strategic role in designing and implementing operational research to strengthen health systems in the DRC.
The Monitoring and Evaluation Technical Advisor should have significant technical experience working to monitor and evaluate primary health care service delivery systems providing a full package of services. This position will be based in Kinshasa, DRC and will work with international and local partners to coordinate the design phase and monitoring and evaluation of the project from the DRC office.
RESPONSIBILITIES:
• Work in partnership with Operational Research lead to develop and ensure the quality and relevance of studies to evaluate the impact of service delivery support systems for improving reproductive, maternal, neonatal, and child health
• Work with Operational Research lead to build and ensure the capacity of project partners to use research results to improve project implementation and strengthen health systems; and inform decision making at policy level • Develop data analysis plan for Operational Research according to reporting requirements; coordinate data entry and data processing; supervise implementing partners to ensure data quality; respond to requests from DfID, PSI and governmental partners to improve data collection systems to inform the project • Lead design phase for project management information system (MIS) to routinely monitor and evaluate the project; conduct regular field visits to support implementation of monitoring and evaluation tools, adapt as necessary • Produce quarterly and annual reports according to DfID and PSI standards on monitoring indicators, evaluation results, and impact • Contribute to the fields of health systems strengthening, social marketing and public health by co-authoring articles and publishing in peer-reviewed journals; presenting at conferences and meetings; documenting lessons learned for internal and external stakeholders Provide other technical assistance as needed
QUALIFICATIONS:
• PhD in public health, demography, sociology, epidemiology, biostatistics, psychology or equivalent preferred; candidates with Master’s degree and significant and relevant experience will also be considered • At least 7 years experience in monitoring, evaluation and research for public health programs, including at least 3 years experience with DFID programs and working with primary health care delivery systems in the public sector in developing countries • Experience designing and implementing quantitative studies; excellent program evaluation and data analysis skills • Demonstrated ability to design and implement MIS for monitoring and evaluating health care delivery programs. • Highly organized, comfortable working on multiple simultaneous projects; great at meeting deadlines • Demonstrated ability to communicate with researchers, non-researchers and other stakeholders along a variety of learning curves and needs • Excellent verbal skills, writing and interpersonal communication. • Sound knowledge of health programs in Africa, preferably the DRC. • Proficiency in English and French • Advanced Microsoft Office skills, sound knowledge of common data management software (Epi-Info, SPSS, Stata…)
