OVERALL DESCRIPTION

General Description of the Program
GOAL has been working in South Sudan since 1998. GOAL South Sudan currently has four programme sites: Twic County, Warrap; Agok, Abyei Administrative Area (AAA); Sobat and Maban, Upper Nile State; The current GOAL programmes focuses on four main sectors: Primary health care, Nutrition, Water, sanitation and hygiene promotion (WASH), women’s Adult literacy Education Programme (REFLECT) and sustainable livelihoods. Nutrition and Community health promotion would target all the three refugee camps of Jamam, Batil and Doro

General Description of the Role
The Nutrition Officer (NO) will directly be line managed by the medical officer and the area health manager. The NO will line manage, coordinate and supervise the activities of locally recruited team of 75 Assistant Community Health and Nutrition Officers (ACHNOs) and indirectly Community Health and Nutrition Promoters (CHNP). Each camp will have an initial 25 of these groups of health promotion staff. GOAL will maintain capacity to recruit and train additional 25 per camp in case of an outbreak. The NO will link the outreach programmes to GOAL’s curative operations and will provide guidance and support to the ACHNOs and CHNPs on nutrition promotion and malnutrition preventative measures. The NO will be responsible for the management of the implementation of nutrition promotion activities in Batil, Jamam and in Bunj including messaging on nutrition in pregnancy, exclusive breastfeeding, balanced diet and complementary feeding. The NO will also ensure that supplementation of micro nutrients with fefol, de-worming and Vitamin A is administered to pregnant and Post natal women. The NO will also ensure de-worming and Vitamin A supplementation is carried out to children <5 years at least every six months.
Specific areas of programme activity include:
 Support the roll out of community and nutrition promotion programme in the three refugee camps.
 Ensure that acute malnutrition is well managed as per the available guidelines;
 Participating in community outreach and mobilisation targeting and following-up of malnourished beneficiaries to include defaulter tracing for the kids defaulting from treatment and follow up visits.
 Conducting Public health nutrition education promotion and campaigns;
 Carrying out Growth monitoring and promotion
 Assistance with multi-indicator cluster surveys and qualitative assessment;
 Regular nutrition reporting, monitoring and evaluation
Key Duties
 Participate in set-up, implementation and monitoring of the management of acute malnutrition in all clinics in close collaboration with the Nutrition Coordinator:
 Conduct nutrition screening through mid-upper arm circumference (MUAC) and weighing of all under 5 children. Also carry out De-worming and Vitamin A supplementation for all children (over 2 years and over six months respectively)
 Provide OTP services in Batil health facilities.
 Carry out Community based nutrition activities including the promotion of appropriate Infant and Young Child Feeding (IYCF) practices and how to achieve a balanced diet through food quantity, quality and cooking practices.
 Referrals of those with Severe Acute Malnutrition (SAM) with medical complications to MSF-B Inpatient Therapeutic Feeding Centre (ITFC) in Doro or in SP once it is operational.
 Supporting Blanket Supplementary Feeding (BSF) for all pregnant and lactating women (PLW)
 Collection of routine health data, from health facilities. Reporting stock levels in time for the orders to be placed in time by the AHM.
 Monitor and evaluate the OTP and investigate if indicators are not within acceptable parameters;
 Work with the Assistant community health and nutrition officers in the three refugees’ camp to ensure that all the nutrition promotional and malnutrition preventative measures are supported and delivered appropriately by the Community health and nutrition promoters.
 Close collaboration with the Nutrition Supervisors, the Community Health team, Community Health and Nutrition Promoters and other sectors during outreach to conduct outreach screening, referrals, defaulter tracing and follow-up home visits of malnourished children;
 Involve local community leaders as well as REFLECT circles and other women’s groups in the nutrition programme activities and for nutrition promotion days to ensure community agreement and acceptance.
 Compile accurate weekly, monthly and quarterly reports, clinics in charge.
 Conduct food security market surveillance alongside the livelihood team, sharing information with other sectors on the changing food security situation in the area;
 Any other duty as requested by the line manager.

Required experience /qualifications:
• Qualified Nutritionist
• Previous nutrition work experience including the management of acute malnutrition with international organisations/agencies in Southern Sudan;
• Experience in training, managing and motivating staff/volunteers;
• Fluent in spoken and written English;
• Staff management experience and good inter-personnel skills;
• Respect of the local culture and ability to work in a multi-cultural environment;
• IT literate;
• Flexible and highly motivated team player;
• Ability to work effectively in basic and difficult field environments for long periods
