Organizational Setting and Reporting
International Criminal Tribunal for Rwanda, Registry, Judicial Legal Services Division, Defence Counsel and Detention Management Section, Arusha
Responsibilities
Under the direct supervision of the Chief of Section and Head of the Defence Counsel Unit [DCU, the incumbent shall:
1. Administer the payment scheme of the Legal Aid Program and act as focal point for Counsel's claims and disputes;
2. Process claims in complex cases and provide regular checks of routine claims;
3. Regularly review legal aid practice and procedures in order to propose changes thereto;
4. Process applications for assignment of Defense Counsel to ICTR Suspects or Accused Persons;
5. Prepare discussion papers and advice on legal, financial, administrative and diplomatic issues in connection with the Section;
6. Screen and process applications to determine Counsel's suitability for inclusion on the Approved List of Potential Counsel;
7. Coordinate with legal assistants on comparative studies in national jurisdictions and international instruments concerning standards of detention;
8. Advise the Chief of the Section on legal and procedural issues on the Detention Facility's operations;
9. Regularly liaise with the Commanding Officer of the United Nations Detention Facility in Arusha;
10. Deal with preliminary indigence investigations;
11. Assist the Chief of the Section by providing legal advise across the range of legal issues arising in the work of the Section; and
12. Perform such other duties as may be necessary for the overall good function of the section, including specific tasks, which may be assigned by the Deputy Chief of Section from time to time.

Education
Advanced degree in law (Masters) or equivalent thereof from a recognized institution. A first level university degree in combination with qualifying experience may be acceptable in lieu of an advanced university degree.
Work Experience
A minimum of 5 years of progressive experience in an international organization or in a judicial institution (or analogous) is desirable. Practical experience dealing with Legal Aid program desirable
Languages
English and French are the working languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in oral and written French with a good working knowledge of English is required.
Assessment Method
Candidates will be assessed based on eligibility criteria and competency-based interview.
