FOOD SECURITY AND LIVELIHOODS PROJECT MANAGER COUNTRY: Torit, South Sudan DURATION: 1-2 Year(s) START DATE: June 2012
The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Food Security and Livelihoods Project Manager for our program in South Sudan.
The Food Security Livelihoods Project Manager will be responsible for the successful implementation of the Canadian Red Cross (CRC) Community Resilience Project in Eastern Equatoria, South Sudan. A portion of this project is also being implemented in Kassala State, Sudan and is being managed by the Netherlands Red Cross in conjunction with CRC in Ottawa. The key partner in the project is the South Sudan Red Cross (SSRCS), along with the Austrian Red Cross; therefore the Program Manager (PM) will be responsible for building strong relationships with the partners and ensuring effective collaboration and communication. In addition, the Manager is expected to work closely with other Movement and non-Movement partners in the region to ensure that the CRC partnership is coordinated and complementary to other support.
The incumbent will be responsible for overall management and budget control, local staff supervision, and the monitoring and evaluation of the program. Where possible he/she will support the development of the National Society’s (NS) capacities at all levels in a sustainable manner and in accordance with the mandate and mission of the Red Cross Red Crescent Movement.
KEY RESPONSIBILITIES: • Responsible for management of the CRC Community Resiliency Project in Eastern Equatoria in close collaboration with the South Sudan Red Cross, including budgeting and monitoring of expenditures; • In collaboration with partners, prepare reliable internal and external reports for CRC, donors, or other stakeholders as appropriate – ensuring that all donor program reports are submitted within contractual deadlines; • Develop program monitoring systems that include participatory methods for gauging activity progress, effectiveness of CRC facilitation, achievement toward objectives, ability to measure stated indicators, program adherence to methodology, and financial expenditures; • Coordination with other stakeholders, ensuring an integrated and participatory approach with local Government, Partner National Societies, communities and other NGOs, to ensure consistency and to avoid duplication; • Ensure quality and integrity of implementation, including adherence to relevant Ministry of Agriculture Protocols, technical guidelines, administrative systems, etc.; • Responsible for providing context-specific technical advice during project implementation and evaluating the relevance and appropriateness of the project and proposing adjustments as required; • Maintain ongoing contextual analysis of food security and livelihoods (in addition to broader social, political, and security considerations), especially in program areas; • Oversee the recruitment , training and follow up of new program staff in Eastern Equatoria; • Represent the Canadian Red Cross in relevant working group meetings on food security and livelihoods and other relevant humanitarian coordination forums as required • Work with the National Society to build their capacities where possible at both the Torit Branch and in the communities
QUALIFICATIONS:
• A university degree in agriculture, rural development, international development; or an equivalent combination of education and experience. • Demonstrated understanding and knowledge of the Red Cross Red Crescent Movement is highly preferred. Successful completion of the Red Cross Basic Training Course is an asset. • Previous experience working for a humanitarian aid organization in Africa. • Minimum 5 years experience in a project management role preferably in a development context. • Minimum 3 years experience in food security and livelihoods sector. • Demonstrated experience in staff management and development. • Demonstrated experience in developing and conducting training and in sustainable knowledge transfer. • Demonstrated experience in project financial management; budget preparation, financial reporting, and forecasting. • Demonstrated ability in networking and developing relationships with various partners and stakeholders; • Demonstrated ability to work in high stress environments with minimal supervision; • Demonstrated experience of working effectively within a multicultural team; • Strong commitment to the Principles of the Red Cross Red Crescent Movement; • Strong initiative, diplomacy, flexibility, and sound decision making skills are required; • Strong communication skills, both written and verbal, in English are required.
• Must have a valid driver’s licence, with the ability to drive manual gears; • Must be legally eligible to work in Canada (citizen or permanent resident)
South Sudan has experienced years of conflict and although it has been relatively peaceful since the Comprehensive Peace Agreement, threats to security still exist and are on the rise. Juba is relatively stable, as is Torit, but the situation could flare up at anytime. South Sudan is very under developed and would be considered a hardship posting. The delegate will need to be conscious of their personal safety. Responsibilities for travel to Budi County will mean that the delegate will be frequently accommodated in housing which may lack basic amenities including running water and electricity.
