Evaluation of IRC Environmental Health and Protection Project in Northern Bahr el Gazal and Unity States of South Sudan. LENGTH: 5 WEEKS (including 3 weeks travel and field work in NBeG) SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES The International Rescue Committee (IRC) has been working for the past year in Northern Bahr el Ghazal state (NBeG) in Aweil East and Aweil South counties and Unity State, Panyijar County implementing a WASH and protection mainstreaming project entitled “Safe, sustainable, equitable and dignified access to basic services in Southern Sudan“. The project has included community water point rehabilitation, hygiene promotion, government and community capacity building activities, and protection mainstreaming training for IRC and local authorities. IRC wishes to retain a consultant to evaluate the accomplishments of IRC’s WASH and protection mainstreaming project in the targeted counties, with a particular focus on evaluating the quality and sustainability of these projects. The evaluation is not intended to review or assess internal IRC procedures such as financial and project management approaches. DETAILED RESPONSIBILITIES AND TASKS: Conduct end of project evaluation using different assessment methods and data collection tools and prepare a draft report and submit it to IRC South Sudan for review. Upon receipt of the comments, revise and submit a final version of the report. 1. Desk Review • Review WASH data and reports from the recent years in South Sudan, IRC project documentation including project reports, training report and documentation of water scheme repairs. • Meet with the County Offices (water and health) in Aweil East to discuss IRC’s performance and perception in the counties and obtain any relevant reports, data and documentation. • Review and incorporate baseline and end of project KPC survey results. 2. Field Component • Visit a selection of field sites where projects have been implemented by IRC under the current project; interview members of the Water Management Committee (where relevant) and members of the community and conduct focus group discussions. • Meet with government partner county water and health departments to discuss project performance and results. • Meet with the state and county water and health departments to discuss IRC performance and perception in the project location. • Meet with and interview IRC project staff. • Collect water, sanitation, and health statistics from local government offices as available, covering the periods pre- and post-projects. 3. Report Compilation • Prepare a single final report for submission to IRC, including: • An overall assessment of IRC’s result in Aweil East, Aweil South and Panyijar counties during the period of project operations, including successes and challenges. • An evaluation of the sustainability of interventions, especially of the maintenance and operation of hardware components of the water schemes, by the Water Management Committees. • An evaluation of the sustainability and long-term effect of behavior change methodologies related to hygiene practices in the targeted communities. • An assessment of the capacity of County Water Offices to support the maintenance of water supply schemes and support the Water Management Committees. • An assessment (as best possible given available data) of the health and protection impact of the IRC’s work in the targeted counties. • A discussion of lessons learned. • Recommendations for future project implementation strategies in South Sudan. Language of evaluation • Language Requirements for the Evaluation: English • Language of the Report: English MINIMUM QUALIFICATIONS: The successful applicant will have: • An advanced degree in public health, engineering or a related field • Strong experience and familiarity with NGO project implementation in the WASH sector • Minimum five years’ relevant experience, with minimum two years’ consultancy experience • Proven report writing experience (samples to be provided on request) • Fluency in English.
