Intermon Oxfam is looking to fill the position of Wash Officer based in Liben/Afder Zone and for Intermón Oxfam emergency response (wash and food security) in southeastern Ethiopia to face the famine/humanitarian catastrophe due to the drought and food situation.
Key Responsibilities
Reporting hierarchically to the Field Manager and functionally to the Water and Sanitation Manager, the person selected will be responsible for the supervision of water and sanitation activities.
-To evaluate, design, plan, implement and monitor the wash activities of the project. -To participate in recruiting the technical wash technical personnel of the project along with the Field Manager and/or WASH Manager. -To manage and capacity build of the wash technical team under their responsibility. Skills-raising by training and/or coaching of the personnel under their responsibility. -To plan and coordinate the activities to be done each week with the IO team and support and supervise their evolution each day, assuring the quality of the work. -To participate in the proposal and follow-up of the budget associated with the wash activities and to place orders for materials and equipment for the watsan activities, respecting all logistic and financial procedures and controls. -Selection of the material and equipment resources for the wash activities with suitable technical specifications and assuring quality, ensuring that the activities aspire to meeting Esphere standards and comply with the steps and protocols of Oxfam International. -Due to the high community approach of the programme, ensure community participation in all wash activities. -To work along with the health and hygiene promotion team in all the processes of selecting, designing,implementing and monitoring the watsan systems and activities by participatory methodologies (PHAST, Community Led Total Sanitation, etc...), meetings and a good communication. -To ensure that consideration is given to the focus on gender, protection and HIV/AIDS in water and sanitation activities. -To attend the watsan co-ordination meetings of the area. To inform and co-ordinate the watsan activities with the other agencies and actors by carrying out similar activities. -To regularly inform the Field Manager and the WASH Manager verbally and with written reports on the state and progress of the activities and the problems and/or solutions identified. To coordinate with all IO team. -To participate in drafting new proposals of activities, including the technical descriptions and the budget associated with them.
Experience and Skills
-University degree or equivalent engineering qualification; a specific qualification in Water, Hygiene and Sanitation community based experience in one or more other relevant areas (e.g. community development, geophysics, drilling, borehole rehabilitation, etc.). Experience may substitute for qualifications, but not the other way round. -A minimum experience of 2 years in WaSH humanitarian programmes and at least 1 year experience in a similar position is required. - Proficiency in written and spoken English. - Flexibility and adaptation to change in complex environments.
Working Conditions
Contract of employment: 3-6 months (renewable). Salary: According to Intermón Oxfam’s country salary scale. Social benefits: Medical, life and accident insurance and children’ benefit. Holidays: According to the working calendar in the country. Working place: Liben/Afder Zone (southeastern Ethiopia). Incorporation: as soon as possible (25th of July 2011).
