UNITED NATIONS VOLUNTEER ASSIGNMENT OPPORTUNITY NATIONAL UNV GENDER PROGRAMME OFFICER – UNFPA ZANZIBAR
Duties and Responsibilities:
• Contributes substantively to the formulation and design of annual work plans (AWPs) in line with the new UN Development Assistance Plan (July 2011-June 2015) and national priorities, and according to UNFPA programme policies and procedures. Supports planning, implementation and monitoring of AWP activities incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
• Analyzes and provides results based reports on programme progress using existing monitoring and evaluation tools and introduces new and efficient mechanisms and systems; identifies constraints and recommends corrective action. Tracks expenditures and disbursements to ensure timely delivery of results in line with approved budgets and planned targets. Establishes collaborative relationships with Implementing Partners, experts, government counterparts, Non state actors and other UN agencies especially UN Women and the UN Interagency Gender Group (IAGG).
On Gender Equity, Equality and Empowerment of Women:
• Works on a day-to-day basis with UNFPA Implementing partners in Zanzibar to facilitate implementation and monitoring of UNFPA support in the area of gender, social protection, governance and economic growth in accordance with the United Nations Development Assistance Plan (UNDAP). Ensures timely disbursement of and reporting on expenditure of funds of the Implementing Partners in line with approved budgets in the annual work plans; and realising the expected targets and results. Work closely with UN Women to coordinate UN and other development partners working on gender in Zanzibar to provide technical support to engender national processes including budgeting and sector Public expenditure reviews (PERs). Contributes to engendering data work with the Ministry of Social Welfare, Youth, Women and Children Development; including planned national surveys such as the 2012 national census and the Tanzania Household and budget survey. Documents and scans the environment by analyzing programmes, strategies, approaches and ongoing experience for lessons learned, good practices, and shares with management for use in knowledge sharing and planning future strategies. Ensures UNFPA engagement in policy level dialogue and advocacy around gender, culture and human rights. Attend and provide inputs to other relevant meetings and fora.
Qualifications, Experience and Skills
• Master’s Degree in Development, Gender and/or other related social science field. Possess Professional experience of 3-5 years, preferably in Programme Management in Public or Private Sector. Exposure in the field of Gender is an asset. Experience in Development work in Sub-Saharan Africa or Arab States is an added advantage. Ability to work under pressure and tight deadlines. Excellent Communication, Analytical Oral and Report writing skills. Fluency in English, Knowledge of Kiswahili is an advantage.
