The Foundation has received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the South-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. The STAR SW project Has four main objectives:
1. To strengthen decentralized HIVVTB service delivery system, with emphasis on health center (Vs, Ills and community out reaches.
2. To improve quality and efficiency of HIV/TB services within health facilities and Community Service Organizations /groups.
3. To strengthen networks and referrals systems to improve access to, coverage of and utilization of HIV/TB services.
4. To intensify demand generation activities for HIV/TB prevention, care and treatment service-
The STAR-SW project will provide a comprehensive service package of HIV counseling and testing (HCT), prevention of mother to child transmission (PMTCT), HIV/AIDS chronic care services, HIV/TB collaborative services, community based directly observed TB treatment-short course (CB-DOTS); and antiretroviral treatment (ART) This program will foster the development of strong partnerships with other district-based TB and HIV/AIDS programs in each of the regions in order to improve coordination: expand the referral network; and ensure more efficient use of resources.
JOB TITLE; Technical Advisor-Care and Treatment

Reporting Relations:
The Technical Advisor-HIV Care and Treatment report to the Director, Clinical Services.
Job Summary:
To offer technical support, monitor and evaluate delivery of HIV Care and Treatment in accordance with national HIV/ AIDS policies and standards.
Core Duties and Responsibilities:
• Provides technical guidance for comprehensive TB and HIV/AIDS programs by updating implementing partners on technical advances and lessons learned around the world.
• Collaborates with other team members to ensure national and international standards, guidelines and protocols are adhered to.
• Provides ART technical support and guidance to the district based officers and the district teams on work plan development and implementation of the STAR-SW project supported activities in the 13 districts in the project area.
• Participates in organizing regular technical updated review meetings for ART to the STAR SW project stall and district partners
• Supports health facilities in achieving and maintaining ART accreditation.
• Leads and supports quality assurance activities in the area of care and treatment
• Provides technical guidance during the development of STAR SW/ EGPAF's annual work plan and participates in the planning and budgeting activities, especially in regard to ART services
• Coordinates technical reporting according to defined reporting schedule and writes regular monitoring and technical reports as required and contribute to EGPAF's reports. Enhance the development and implementation of innovations to increase the enrolment and retention of the HIV clients in care and on treatment.
• Assists in identifying, documenting, disseminating and scaling up best practices in care and treatment.
• Represent EGPAF and STAR SW project in the supported districts and at national level.
Job requirement
Knowledge. Skills and Abilities Required:
• A medical degree and/or 3 Master's degree in Public Health or other clinical discipline
• At least 5 years of professional experience working in HIV/AIDS prevention, care & treatment.
• Hands-on knowledge and skills in designing, planning, implementing and monitoring PMTCT, ART including Pediatric care, and TB/HIV programs.
• Practical experience in working with health systems at the district level.
• Sound understanding of current issues and developments in the field of HIV/AIDS and especially Pediatric and adult ART, PMTCT and HCT.
• Strong skills in teamwork and networking. Good verbal communication and writing skills.
• Willingness to work and travel in rural settings in Uganda.
• Good working knowledge of Microsoft office programs including MS Excel. MS Word and MS Power Point.
