Summary of the Role The MEL Regional Coordinator will give technical support to the systematic gathering and documentation of evidence from GOAL's programmes in order to improve programme quality through learning as well as to address accountability (upward/downward) requirements. Roving 60% of this roles time will be a regional roving role and 40% will be distance support from a base country (ideally Uganda or Kenya but it could also be from Ireland). In particular the role will focus on;
Capacity Building & Learning
- The roll out of GOAL MEL audit/assessment including refinement of the MEL audit tools, piloting and roll out. This will be a baseline from which MEL capacity action plans can be built on;
- Providing capacity building of in-country M&E staff and identifying training needs;
- Review and follow up of in-country M&E activity plans on a monthly basis;Jointly facilitating an annual M&E workshop for M&E focal points to discuss common issues and support learning across countries;
- Working on the development and updating of the internet based shared learning resource;
M&E Framework, Tools and Evaluation Design
- Supporting revision/updating of the GOAL M&E framework including toolkits;
- Giving technical support to in country teams and participate in the design and completion of both in country and organisational evaluations & research;
- Liaise with universities and research institutes;
- Working on the development of research guidelines;
Coordination
- Supporting transfer of knowledge and experiences between fields on M&E
- Working with the survey coordinator to support survey roll outs and reviews as requested
- Carry out other duties as requested by the M&E advisor Dublin.
Requirements
- Degree-level qualification in public health, nutrition, community development, child protection or a related field, including studies relating to research and statistical analysis.
- 3+ years experience of implementing surveys and other research activities within an International NGO in a developing country.
- Demonstrated experience in applying quantitative and qualitative/participatory research methods.
- Capacity to build the research and M&E skills of colleagues and community members.
- Ability to write clearly and concisely and to translate complex concepts into non-technical language.
- Operational knowledge of gender, child protection, HIV and environment principles as they apply to development work.
- Good communication skills, including fluency in oral and written English.
- Confident presentation and facilitation skills.
- Proficiency in using standard computer software, especially MS Office programmes, as well as data entry/statistical packages, such as MS Access, ENA-SMART, STATA or equivalent.
- Ability to manage multiple projects simultaneously and to meet deadlines under pressure.
