BACKGROUND
The Transitional Federal Charter (2004), Somaliland Constitution (2001) and the Puntland Charter (1998) of Somalia all specify decentralisation as the core political, functional, fiscal and administrative principle of governance, and promote local governance as a key instrument for reconciliation, peace-building and improving social services. Decentralising service delivery through the establishment of inclusive participatory local governance systems in all jurisdictions of Somalia is also a priority clearly conveyed in the Joint Needs Assessment of 2006 (JNA) and the ensuing Somali Reconstruction and Development Programme 2008-2012 (RDP), and the UN Somalia Assistance Strategy 2011-2015 (UNSAS). In order to support the Somali authorities and communities in fulfilling their vision of a representative, participatory and accountable local governance system that delivers basic services in an equitable manner, the 5-year UN Joint Programme on Local Governance and Decentralised Service Delivery (JPLG) coordinates the local governance interventions of the UN in Somalia. Partner agencies of the Joint Programme include ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The JPLG aims to contribute towards two results: (i) Communities have access to basic services through local government, and (ii) Local governments are accountable and transparent.
The UN-HABITAT Somalia Programme is implementing projects in all three parts of Somalia for more than 25 years and is active in the areas of effective advocacy, monitoring and partnerships; inclusive urban planning, management and governance at national and local levels; improved access to land and housing, and environmentally sound basic urban infrastructure and services.
RESPONSIBILITIES
The Land Management Consultant will guide the land and property management programme of UN-HABITAT within the JPLG. The Consultant will be responsible for activities and outcomes in land management and land administration systems development with regard to policy, legislation, regulations and tools development. The Consultant supports the development of innovative mechanisms for land dispute resolution; and provides for technical assistance to land sector interventions and programme coordination within UN-HABITAT, the UN and with partners under the framework of the UN JPLG. In addition, this post provides for day-to-day oversight in programme implementation for the UN-HABITAT Office in Hargeisa, in close collaboration with the National Programme Officer, and acts as a focal person for liaison with the programme and operations management in the UN-HABITAT Somalia Office in Nairobi.
I) Guide the development of local government policy, legislation, regulations and tools addressing priority land administration issues. Specific duties: • Provide technical guidance and advocacy for the finalisation of the land policy action plan in Somaliland, and the implementation of the approved land policy • Provide technical guidance for and contribute to the finalisations of the urban land law review in Puntland and Somaliland • Provide technical guidance for the formalisation and dissemination of the Construction Codes in Somaliland • Perform maintenance and upgrading of municipal GIS systems established in Somaliland and Puntland, and other cities as required • Provide technical guidance and coordinate the operationalization plan of the Land and Urban Management Institute as part of institutional reforms in the land sector • Prepare training materials and perform land management training and GIS training for public officials in relevant ministries, Land and Urban Management Institute and municipal GIS support offices.
II) Support the development of innovative mechanisms for land dispute resolution. Specific duties: • Provide technical guidance for the continued development of regional Land Dispute Tribunals in Somaliland and support establishment and operations in Puntland • Organise advocacy and awareness campaigns for alternative land dispute resolution proposals targeting local government officials, rule of law institutions and the public.
III) Participate in the work planning, budgeting, fundraising and programme development and management of the UN-HABITAT Somalia programme, and Land Management projects in particular. Specific duties: • Contribute to the preparation and revision of UN-HABITAT Somalia Annual Work Plans and budgets with regard to the Land Management Programme interventions • Provide substantive technical inputs in the preparation of concept notes and project proposals and participate in fundraising and resource mobilisation with donors and partners in the land sector and other relevant sectors, as requested • Manage financial allocations and plan and oversee procurement and logistics for Land Management project activities • Provide day-to-day overall management support in programme issues to the UN-HABITAT Hargeisa Office, in close collaboration with the National Programme Officer • Act as a focal point for the communications and coordination between the Hargeisa Office and the Nairobi Liaisons Office/Chief Technical Adviser and the Local Governance Programme Officer.
IV) Coordinate the UN-HABITAT Somalia Land Management team, including • Provide technical guidance and leadership for the work of the Land Management team • Provide for linkages with UN-HABITAT and its partners’ global normative work.
COMPETENCIES Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Planning& Organizing: Ability to work under pressure, establish priorities and plan, develop clear goals that are consistent with agreed strategies; use time efficiently. Communication: Excellent written communication skills and ability to articulate ideas in a clear and articulate manner including the ability to prepare and edit a variety of documents, reports and briefs.
QUALIFICATIONS Education University degree (preferably at the advanced level) in Land Management, Geoinformation Science, Land Law or related discipline with emphasis on urban land management. Work experience • Minimum of five years of work experience in land management in the developing country contexts • Knowledge of land policy, land law and urban land administration and development in different geographical contexts, especially in post-conflict countries • At least two years of experience in capacity building and governance-related work in the land sector • Relevant work experience within an UN agency or other international organization is an advantage Other skills and competencies • Fluency in English; Knowledge of Somali is an asset • Strong co-ordination, communication and facilitation skills • Results-oriented, flexible and problem-solving attitude • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability • Fully competent in Microsoft Office Programmes such as Word, Excel, PowerPoint and land information and data management software • Promote the vision, mission, and strategic goals of UN-HABITAT
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
