The Education Project Manager (PM) is responsible for the overall planning and implementation of the Education projects in South and Central Somalia. The Education PM shall work under the guidance of the Area Manager to fulfil the objectives of the NRC as stated in the Programme of Principles, the Country Strategy, Project Proposals and the running Activity Plan and budget. Any changes from these plans shall be reported immediately to the Area Manager. The Education PM is expected to follow NRC’s routines and guidelines for project governance applicable for the particular project.
In close collaboration with the Area Manager and other program managers, expand, develop, coordinate and manage NRC’s education projects in South and Central Somalia.
Communicate with and facilitate necessary agreements and understanding from local education authorities in line with the NRC protocol for communication
Communicate, exchange information and co-operate with relevant education actors
Work closely with the local staff of Education Sector partners in Ministries, UN agencies, Institutions and Non Governmental Organisations
Participate in relevant meetings
Ensure that education activities are in accordance with norms and standards, as well as budget lines and limitations
Responsible for pedagogical planning, development, implementation and follow-up of the education project as agreed in the overall plan
In cooperation with the Area Manager, be overall responsible for the recruitment of the National Education staff
Identify and train local staff necessary to implement the project objectives
Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the education sector
Prepare and/or collaborate in preparation of reports as required internally by NRC (monthly, quarterly, yearly) and by all relevant donors
In close cooperation with the members of the NRC South and Central Somalia Education Team, develop steps and procedures for timely planning and implementation of all elements in the education programme, in particular training, monitoring and in-service training activities
Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the local staff.
Document technical issues and questions, and channel to the Education Advisors at HQ Provide Guidance to the Education Team members, and coordinate activities with other NRC sectors, i.e. shelter.
Prepare/develop narrative and budgets for proposals in conjunction with the Area Manager, the Education Team and other colleagues from relevant departments
Responsible for Education project budgets in South and Central Somalia. Ensure that budget monitoring is done regularly and over/under expenditures are avoided
Propose engagement of local or international experts for certain aspects of training sessions as relevant
Organize additional training for the staff and local Ministry of Education (MoE) officials as necessary
Assess needs for capacity building among education staff and local resource persons and partners and discuss actions with the Education Team and Area Manager
Actively promote the rights of IDPs/returnees and be protection and advocacy oriented
Any other task relevant to the position as requested by the Country Director

Qualifications
PROFESSIONAL BACKGROUND
3-5 years operational experience within management and programme development (focus on Education)
Experienced field worker with background from complex emergencies, and with experience from working in a difficult security environment, including coordination with UN agencies
Experience in Education programme management
Experience administration, finance, logistic and personnel management
Solid experience from development of proposals and budgets
Experience from advocacy work
Experience working with refugee/IDP related emergencies an asset
ESSENTIAL SKILLS
Significant understanding of complex emergencies and crisis contexts
Political and cultural awareness and experience of working where insecurity is a major issue
Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress.
Proven communication, interpersonal, representation, negotiation and leadership skills
Fluency in English
Proficiency in the Somali and/or Arabic language an asset.
A thorough understanding of protection issues and experience with implementation of protection based projects
Proven skills and experience in report writing
Computer skills – database knowledge essential, networking
Holder of a valid international driver’s licence
FORMAL EDUCATION
Relevant experience and/or higher education, preferably in management, Education, political science or international development

Salary/benefits: According to NRC’s general directions, approximately NOK 52.000,- (EUR 6.600 ) per month, and free housing of moderate standard.
Duty station will be South and Central Somalia where recreational and social facilities are very limited.. This is a non family posting. Programme follow up will require frequent travelling in the provinces of operational area. The area is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel outside the area is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation.
