Position Title: Program Development HIV/AIDS Specialist
Position Grade: G-11
Location: Washington, D.C.
Reports To: Director, Program Development Unit, Washington, D.C. with a dotted line reporting relationship to the Sr. Technical Specialist for HIV/AIDS
Job Purpose: To position World Learning (WL) as a leader in innovative programmatic responses to HIV/AIDS through rigorous program design, proposal development, and networking
Key Responsibilities:
„X Oversee and coordinate the initial response of WL to RFAs, RFPs, and appropriate APSs, including the bid/no bid evaluation process related to HIV/AIDS response
„X Provide proactive program development support to WL sector teams and field offices for assigned geographic areas and sector program areas
„X Assist in the design and proposal development process for new projects, in coordination with WL staff, as assigned (this could include field assessment/design missions, proposal writing, proposal review, or proposal process coordination, and coordination with local and international NGOs and partners during program design process)
„X Lead in the acquisition of programs from new bilateral and multilateral donors
„X As assigned, lead proposal development processes and proposal response teams, serving as overall goal owner, ensuring timely and efficient submission of quality proposals, and working with teams of technical, financial, field and management staff
„X As assigned, serve as primary proposal writer, drafting, editing, and ensuring final production of proposal for submission to donor; use writing skills to transform technical content and conceptual design into polished final proposals that are responsive to donor guidelines
„X Lead in the formation of new strategic alliances with implementing partners and other stakeholders to advance program development for WL
„X Provide overall program development support for key elements of the business process to assist other WL management units, including tasks such as: negotiation of sub-recipient and prime roles for WL in response to proposal solicitations; identification and enlistment of appropriate partners for proposals; identification and securing of external consultants to assist in proposal preparation; assistance with finance staff to ensure compatibility of technical and cost proposals
„X Lead in the development and implementation of WL strategies for accessing resources for unsolicited projects and programs related to HIV/AIDS response
„X Provide staff development of and training on use of cutting edge tools, processes, procedures, and standards for program design and proposal development
„X Proactively monitor donor solicitation opportunities to preposition WL for responses prior to official solicitation notification, alerting WL/IDEP to opportunities
„X Develop and update corporate capability statements and other standard proposal documentation; maintain database of information
„X Lead in the review and compilation of lessons learned and after-action-reviews of proposals submission processes for WL
„X Track overall WL grant and contracts portfolio
„X Travel (up to 25% time) to developing countries to understand the local context of a proposed project, and to develop technical content, recruit staff, identify partners, and collect cost data for the proposal
„X Represent WL to funding organizations and NGO communities in the US and overseas, as needed
„X Leverage corporate WL assets and information for new projects under development
„X Represent WL at meetings, conferences, etc., relevant to the subject matter and themes of the assigned portfolio and disseminate information regarding WL¡¦s overall capabilities
„X Contribute to the development of key WL planning documents including strategy statements, budget reviews, work plans, and reports to the Board of Directors
„X Contribute to marketing material for the HIV/AIDS sector of IDEP
„X Perform other duties as assigned
Required Qualifications:
„X Master¡¦s degree in Public Health, Public Policy, International Development, or related field preferred
„X Minimum five years relevant experience in HIV/AIDS technical sector area
„X Experience with/knowledge of one or more international donor organizations (preferably USAID) and familiarity with their project management/documentation/proposal requirements
„X Knowledge of USG grants and contracts
„X Experience in proposal writing, including conceptualizing and technical writing, preferably for USAID
„X Familiarity with PEPFAR objectives, guidelines, and operations
„X Experience in/familiarity with fiscal and budget management of development projects
„X Excellent oral and written communication skills
„X Ability to coordinate people and processes
„X The ideal candidate will have a solid understanding of HIV prevention and impact mitigation, including issues of stigma, discrimination, and denial surrounding the AIDS epidemic; s/he will be familiar with best practices in the area of HIV advocacy, how the epidemic impacts communities, families, teachers, students, especially orphans and vulnerable children; and with best practices in designing and implementing life skills and HIV prevention education
„X Outstanding writing skills (in English) and analytical capacity
„X Strong leadership and teamwork skills, especially when working in high-stress situations and in multi-disciplinary and multi-cultural teams
„X Excellent time-management skills, especially when facing tight deadlines
„X Familiarity with the international development community
Desired Qualifications:
„X Familiarity with proposal requirements of European donors
„X Experience with solicitations from foundations and the private sector
„X Well- networked in the international development community
„X Fluency in one or more foreign languages, particularly French , Portuguese, Spanish, or Arabic
