The U.S. Embassy in Beijing is seeking an individual for the position of Medical Research Scientist with the Centers for Disease Control (CDC).
BASIC FUNCTION OF POSITION
With a particular focus on Epidemiology and Strategic Information, the incumbent serves as the National Project Officer responsible for organizing, implementing, coordinating, and supervising activities of various HIV/AIDS epidemiology and strategic information activities conducted by CDC/GAP-China in collaboration with the Ministry of Health, China CDC, non-governmental organizations, universities, and other partners. The incumbent will also provide guidance, and support to Chinese staff funded through the China -US cooperative agreement to accomplish these functions. Must have a thorough knowledge of a wide range of public health issues and practices, possess knowledge and experience in techniques and methodologies and be able to adapt them, and have a high level of problem solving ability in order to ensure that program objectives are met. This Epidemiology and Strategic Information Chief will work with China CDC and similar public health counterparts at the provincial, prefecture, and county levels in various geographic sites as jointly identified by US CDC and China CDC. Anticipated in-country and international travel is 40% of workload.

REQUIRED QUALIFICATIONS
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position's required qualifications, will not be considered for this position.
Education:
- PhD in epidemiology is required.
Experience:
- Minimum seven years of experience in the field of public health providing technical and management support for complex program operations and maintaining contacts with government public health officials and agencies at all levels is required. This should include 1-2 years at the senior managerial level in project management, and additionally, 5-7 years in the field of epidemiology, strategic information, or other related scientific field.
Language:
- Level IV (Fluent) speaking/reading/writing in English is required.
- Level IV (Fluent) speaking/reading/writing in Mandarin Chinese is required.
Knowledge:
- Must be familiar at an expert level with strategic information, epidemiology, and other related fields such as statistical methods and procedures, research design, and data management. Familiarity with HIV/AIDS strategic information and epidemiology is required.
Abilities and skills:
- Must demonstrate good writing skills in the areas of scientific journal articles, bulletins and revues, have ability to work creatively and constructively with government health officials to develop feasible care and treatment protocols suitable to local conditions and guide their implementation.
- Must possess the sensitivity and maturity to deal appropriately with HIV issues, and able to assist develop appropriate protocols and detailed guidelines.
SELECTION CRITERIA
When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
