The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo. With an annual budget of approximately US$ 85 million in FY2011, $325 million overall portfolio and almost 1,000 staff, IRC supports Congolese communities and institutions in seven conflict-affected provinces in the areas of governance & community development, health, gender-based violence, education, and emergency response.
IRC is implementing a five year USAID funded Integrated Health Project (IHP) as a partner to the lead agency, Management Sciences for Health. With an overall budget of approximately $140 million, IHP provides support and oversight to the health system in 80 health zones, strengthening the delivery of quality health services. IRC implements the project in 2 provinces of the DRC - South Kivu and Katanga, and has established 3 IHP project offices in Bukavu, Uvira and Kolwezi.
RESPONSIBILITIES:
The IRC DRC is looking for a Support Services Coordinator to provide operational oversight of operation units/staff in three IHP project offices. The IHP Support Services Coordinator ensures quality program delivery by improving the integration, management and planning of IHP project operations. The IHP Support Services Coordinator will work closely with the IHP Coordinators, the Field Office Supervisor, the Deputy Chief of Party and the Finance Project Controller. The position reports to the IRC DRC Director of Operations.
The IHP Support Services Coordinator will be based in Kinshasa with travel (50%) to provinces/respective IHP project offices to provide operational support, ensure systems are functioning efficiently, and carry out ongoing national operations staff capacity building efforts.
IHP Project Office Operational Management and Control • Develop and implement IHP project office operations manual based on standard IRC procedures. • Ensure and be accountable for the efficient IHP project operational support through the prioritization of ongoing and systematic monitoring visits. • Provide overall coordination, support, and direct supervision of operations staff in three IHP offices. • Assist operations staff in working effectively with program staff to improve planning and resource utilization. • Provide guidance to IHP Coordinators based in three project offices on different aspects of project office operational control and efficiency. • Adapt IRC project management information tools to effectively capture operational performance data from three project offices. • Ensure required Finance, Admin/HR, and Logistics reports are timely, and compile data to inform senior project management. • Work with Finance Project Controller, Field Office Supervisor and Deputy Chief of Party to proactively identify, analyze and respond to operational trends. • Assess potential operational risks, and propose risk mitigation strategies.
Human Resources and Administration Management • Ensure timely recruitment planning and comprehensive orientations for all new staff. • Ensure that IHP office’s administration and staff policies are documented, disseminated, and required compliance monitoring processes are effective. • Monitor employment policies and procedure compliance to IRC policies and national labor law. • Ensure operations staff receive effective on-job training program.
Logistics and Procurement Management • Verify all logistics policies are documented, disseminated, and required compliance monitoring processes are effective. • Ensure timely and realistic procurement planning is done across all IHP offices. • Ensure transparent and efficient general contracting systems. These will include systems for contracting facilities, sub-contractors, vehicles, and other goods and services. • Ensure IHP offices implement systems for effective management of the vehicle fleet, including safety, maintenance, fuel, and consumables, monitoring, and the management of drivers according to IRC policy. • Ensure overall management, tracking, maintenance, and reporting of IRC IHP assets and inventory.
Operational Cost Financial Planning and Compliance Control • Ensure the implementation of IRC global operational policies and donor compliance. • Maintain close working relations with the Finance Project Controller to ensure full and coordinated support to operations. • Provide input to the Deputy Chief of Party and Finance Project Controller on potential areas of concern related to: operations spending; effectiveness of project office operational reporting and planning systems.
• Coordinate the operating budget development process and operational aspects of IHP realignments as and when necessary. • Review project operational cost expenditures and ensure effective utilization of the approved budget.
Grants Management • IHP focal point for grants management and contractual issues at field level. • Oversee the systematic implementation of monthly grant review meetings in each site.
Communications • Liaise with IRC Kinshasa and provincial management teams on IHP operational issues, ensuring smooth and efficient communication, coordination, and problem resolution.

REQUIREMENTS:
• Minimum 5 years experience in managing logistics/operations and support services in an international environment • University Degree or similar in Business Management, Supply Chain Management, Logistics or a related field a plus • Strong interpersonal and training skills, ability to work in multi-cultural environments. • Diverse background in operations, with strong understanding of finance, administration and logistics. • Strong computer skills including Word, Excel, PowerPoint, and Outlook. • Fluency in English and French required • Solid knowledge and understanding of IRC HR, Admin and Logistics Procedures a plus. • Suitably qualified Congolese nationals are encouraged to apply.
