Training and Community outreach/mobilisation Specialist

Based in Juba with frequent visits to the four States (Western Bahr el Ghazal, Northern

Bahr el Ghazal, Warrap and Unity), Southern Sudan

Works closely together with

Local counterparts in the South Sudan AIDS Commission (SSAC), relevant line Ministries,

State Ministries of Health, State AIDS Commissions (SAC), County Health Departments, international and Sudanese NGOs involved in HIV / AIDS prevention, treatment and care activities in the four above mentioned States. Following the agreements made with these agencies, the training and community outreach / mobilisation specialist will focus on the quality and organisational aspects of HIV/AIDS service delivery.

1. GENERAL DESCRIPTION

HealthNet TPO's programme in Southern Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. HealthNet TPO contributes to community mobilisation as a conditional necessity in populations recovering from long-time warfare. HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities and develop evidence based interventions to strengthen the health of populations in distress.

HealthNet TPO is implementing a health service delivery programme in Western Bahr el Ghazal and Northern Bahr el Ghazal. In addition, HealthNet TPO is implementing an HIV/AIDS Programme in Western Bahr el Ghazal, Northern Bahr el Ghazal, Warrap and Unity States. The current position is related to the HIV/AIDS programme funded by the World Bank /Multi Donor Trust Fund (MDTF) in Southern Sudan that aims to strengthen the SSAC's, relevant line ministries, State and County authorities' capacity in the coordination, planning, implementation and monitoring of HIV/AIDS prevention, care and treatment service delivery. HealthNet TPO is the lead agency on HIV/AIDS in the four above mentioned States.

The objectives of the HIV/AIDS programme are: (i) strengthen the capacity of the SSAC to plan, coordinate and monitor the Government of Southern Sudan's (GOSS) response to HIV/AIDS, (ii) increase community access to comprehensive HIV/AIDS services, and (iii) create awareness and measurable behaviour change regarding HIV/AIDS.

These achievements should lead to:

· Incremental strengthening of the SSAC at all levels.

· Phased expansion of the geographic coverage of successful approaches to 4 States of Southern Sudan.

· Phased mainstreaming HIV/AIDS into the priority Government sectors.

· Phased expansion of the scope of programmes toward the achievement of comprehensive service provision.

2. PURPOSE OF POSITION

The purpose of the position of Trainer and Community outreach/mobilisation Specialist is i) to build the capacity of the partner and implementing organisations in the provision of quality HIV/AIDS services; and ii) coordinate HIV/AIDS service providers, using national standards and guidelines developed by the South Sudan Aids commission and Ministry of Health and iii) Build capacity/ train the counterpart training coordinator.

3. CORE RESPONSIBILITIES AND TASKS:

a) Working with health service providers in the four states, and indentify opportunities to expand access to comprehensive HIV/AIDS services in urban areas.

b) Assessing HealthNet TPO's methods of community participation in the management of services in Western Bahr el Ghazal, promoting strong activity development in Northern Bahr el Ghazal and participating in assessments in Warrap and Unity.

c) With all stakeholders and partner organisations agree, establish and implement priority HIV/AIDS service delivery components including the strengthening of outreach services;

d) Working with all stakeholders, organising and establishing effective in-service training systems, and define targets with the team leader, using SSAC methodologies and guidelines;

e) Playing a strong role in maintaining motivation of people involved in comprehensive HIV/AIDS service delivery: encouraging health staff of all implementing organisations and motivating communities to contribute to improved health results.

4. PROFILE

· Recognised degree in health (medicine, nursing) and advanced training in public health, community health, human resource development or a related discipline desired.

· Minimum 5 years of overall experience in improving primary health care delivery, increasing community participation in the management of services, and establishing mechanisms to strengthen outreach services.

· At least 3 years of experience in a programme management position with responsibility for establishing effective in-service training systems.

· Proven ability to encourage health staff and motivate communities to contribute to improved health results.
