Under the general guidance of the Child Protection Programme Chief, you will be accountable for formulation, design, planning, implementing, monitoring and evaluation of Child Protection programme to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.
Qualifications:
Advanced university degree in Social Sciences or a related technical field.* Five years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field. International work experience required. Advanced technical knowledge of theories, principles and methods in the following: Strengthening child protection systems and partner capacity for protecting children against violence; in emergencies; in respect of harmful traditional practices; in improving justice for children and in strengthening social welfare systems. Use of data and indicators in child protection. Fluency in English and another UN language. Knowledge of the local language of the duty station is an asset. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key expected results:
Results-based programming: You will assist with reviews, monitoring and documentation of programme progress, including use of innovative monitoring techniques, including Most Significant Change (MSC). Ensure programme’s ability to more effectively document and report against expected results, indicators and targets and make preparations for the expected end-line research by the end of the Multi-country Programme cycle, 2012.
Programme Planning, Development and Management: You will enhance effective sectoral or inter-sectoral planning, development and management by leading, guiding, coordinating and supporting the timely programme implementation. Specific tasks will include follow-up on 2010 Mid-term review recommendations, i.e foster cross-programme collaboration and enhance monitoring, reporting and documentation of the Child Protection Programme results.
Communication, Collaboration, Networking, Partnership: You will ensure intersectoral collaboration with other programme colleagues. Assist in development of appropriate cross-programmatic strategic interventions in line with the Child Protection Programme expected results and in line with MTR recommendations.
Programme Delivery, reporting and documentation: You will undertake field visits to monitor programmes, as well as conduct periodic programme reviews with government counterparts and other partners in collaboration with Field office colleagues. Propose and/or undertake action on programmatic issues and operational procedures affecting project management and implementation. Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s). Assist with report writing and analysis, including annual reports and budget reviews.
Sectoral Work Plan Development, Implementation, and Monitoring: You will take primariy responsibility for the design, preparation, implementation, monitoring and evaluation of other assigned child protection interventions. Analyze and evaluate data to ensure achievement of objectives and/or take corrective action when necessary to meet programme/project objectives. Contribute to the development and introduction of new approaches, methods and practices in project implementation and evaluation.
