The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo. With an annual budget of approximately US$ 70 million, $200 million overall portfolio and over 800 staff, IRC supports Congolese communities and institutions in conflict-affected seven provinces in the areas of governance & community development, health, gender-based violence, education, and emergency response.

SCOPE OF WORK IRC-DRC works with about 20 active grants for health, gender-based violence, community driven reconstruction, rapid response, and civil society development from donors including USAID, DFID, SIDA, World Bank, and UNICEF, among others. The primary responsibility of the Goma-based Grants Manager (GM) is to support the Provincial Director for North-Kivu & the Kinshasa-based Grants Coordinator by ensuring donor compliance with all grants in his/her portfolio. Additionally, the GM will assist in the development of donor proposals, monthly, quarterly and annual reports, and assist in program design, program implementation and monitoring & evaluation. The GM is expected to contribute to harmonization of approaches, grant management systems and procedures, and countrywide strategies for program implementation.

RESPONSIBILITIES Donor Compliance o Responsible for complete, correct, and timely submission of high quality reports for all grants under GM responsibility; o Facilitate financial, logistical and procurement compliance for colleagues; o Liaise with colleagues in the Kinshasa headquarters office to highlight and when necessary troubleshoot problems identified through or with project reports or data. Proposal Development o Support program staff in developing proposals that include input from a wide range of stakeholders (targeted communities, potential partners, the government) and are coherent with the IRC Program Framework and IRC DRC strategic planning. Monitoring and Evaluation o Support the organization and follow-up of grant opening meetings, monthly grant review meetings, and grants close-out meetings; o Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including work on log-frames and indicators, and ensure that project indicators are regularly and systematically monitored and reported on.

REQUIREMENTS o Demonstrated experience in report and proposal writing and review; familiarity with USAID and ECHO regulations is an advantage o University degree o Ability to work well under unstable security, administrative, and programmatic pressures o Professional fluency in spoken and written French and English o Strong organizational and analytical skills; attention to detail, willing to do a desk job o Flexibility to adapt to changing requirements

SPECIFIC SECURITY SITUATION/HOUSING Goma is located at the north-eastern side of Lake Kivu and is the capital of North Kivu Province. Civil conflict is ongoing in the Kivu provinces, and the area is considered unstable. Strict adherence to security guidelines is requested of all IRC staff. This position will have shared housing on the shores of Lake Kivu.
