Regional Monitoring and Evaluation Specialist, East Africa ACDI/VOCA is seeking a Regional Monitoring and Evaluation Specialist to strengthen organizational capacity to implement effective monitoring, evaluation, reporting and learning systems for our programs in East Africa. The regional M&E Specialist will be based in Nairobi, Kenya with frequent travel to other countries/project sites in the region.
Responsibilities:
•Support country offices in developing and implementing project M&E systems that meet ACDI/VOCA and donor standards. Implement Performance Monitoring and Evaluation Plans to include clearly defined indicators that reflect a causal model, operational protocols for collecting data and systems for consistent and accurate collection.
•Provide specific mentoring guidance during project start-up, initial implementation, and mid-term and final evaluations.
•Conduct internal audits of project M&E systems. Prep project teams selected for external audits.
•Advance ACDI/VOCA’s approach to M&E within the region, including M&E vision, policy and guidance, and support the M&E community of practice within the region.
•Review program M&E status across the region and provide feedback on needs, trends, best practices and priorities to help establish regional and global support.
•Coordinate and provide staff training within the region on a range of program M&E issues, methods and tools.
•Assist in the design and implementation of knowledge management systems to allow ACDI/VOCA to review and analyze data and information on relevant technical areas.
•Collaboratively develop and maintain relationships on behalf of ACDI/VOCA with a priority on partnerships important to African region field offices.
Qualifications:
•Minimum of 10 years of M&E experience with international development programs.
•Master’s degree in the fields of M&E, social sciences, agricultural economics or other related field is required; Ph.D. preferred.
•A combination of technical, analytical and managerial capabilities and a proven record of project management, capacity building and team building. Significant experience in the design and implementation of M&E systems for capacity-building interventions.
•Demonstrated experience in conducting field work, data collection, statistical analysis and reporting, including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.).
•Previous experience designing and implementing M&E training for international organizations required.
•Strong facilitation skills, including the design and management of effective trainings.
•Experience working with international donors, as well as counterparts and beneficiaries
•Excellent communications and coordination skills and cultural sensibility.
•Familiarity with USAID rules and regulations strongly preferred.
•Proficiency in spoken and written English required. Swahili, Amharic and French desired.
•Ability and willingness to travel to remote areas within Africa.
