As a member of Oxfam International, Oxfam Canada works in collaboration with 14 other Oxfam affiliates to increase impact and influence locally, nationally and globally. In Zimbabwe, Oxfam Canada implements programs focused on women’s rights, HIV-AIDS and governance, with a team of seven development professionals working from offices in Harare and Bulawayo.

SCOPE OF POSITION:

The Associate Country Director (ACD) is the senior representative of Oxfam Canada in Zimbabwe, responsible for the successful delivery of OC’s program. The ACD is line-managed by Oxfam Canada’s Regional Manager for Southern Africa (based in Ottawa) but is also accountable to the Oxfam Country Director (CD) based in Harare, who provides national leadership and oversight to the implementation of the consolidated Oxfam Country Strategy.

Under the guidance of the Oxfam Country Director and OC’s Regional Manager, the ACD is responsible for developing, implementing, monitoring and evaluating OC’s programs in Zimbabwe. S/he also plays a senior management role at the Country Leadership Table, working with the Country Director and others to ensure maximum impact and effectiveness of Oxfam’s work in Zimbabwe.

MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed)

· As a member of Oxfam’s Country Leadership Team in Zimbabwe, the ACD will support the development of Oxfam’s joint country analysis and strategy, and the successful transition to an integrated Single Management Structure.

· The ACD is accountable for the successful implementation of those elements of the Oxfam country strategy assigned to Oxfam Canada (primarily but not exclusively related to Gender Equality, HIV-AIDS and Governance);

· In so doing, the ACD will ensure OC compliance with all elements of the Single Management Agreement with the Managing Affiliate and the related policies and protocols (including those re program standards, financial and narrative reporting, HR, risk management, media, advocacy and communications, humanitarian response, security, etc.);

· The ACD will provide creative leadership to the design and development of Oxfam Canada’s program in Zimbabwe, including the elaboration of new funding proposals and the management of donor and partner relations;

· The ACD is responsible for program implementation/management and the financial management of OC’s program including responsibility for:

· achievement of program results through the application of rigorous monitoring, evaluation and learning processes, in keeping with Oxfam standards and frameworks;

· the preparation and execution of funding agreements as required;

· the preparation and submission of timely and quality program and financial reports in accordance with requirements.

· The ACD oversees the effective management of the operations of the OC field offices in Zimbabwe including:

· personnel management, including the hiring, supervising, evaluating and disciplining of locally engaged staff;

· negotiation and execution of contracts for office space and equipment;

· prepares and oversees the in-country administrative budget, authorizing expenditures, monitoring performance to budget, and reporting on the in-country bank account;

· ensures that Oxfam Canada operates in Zimbabwe in accordance with Zimbabwean law and that its country agreement is current and annual reports provided.

· In close collaboration with the Country Director, the ACD represents Oxfam Canada to governmental, multi-lateral and non-governmental agencies in Zimbabwe, as well as to the media and Canadian government and CIDA office overseas. This includes:

· oversight and/or direct support to visiting monitors, delegations, missions or other program initiatives including visits by Canadian government officials;

· responding to local and international media attention on issues and events in Zimbabwe.

· The ACD maintains a current and informed understanding of Zimbabwe, including:

· issues related to women’s rights and gender equality;

· political, economic, social, cultural and environmental realities as they affect regional, national and local determinants of poverty; and

· relevant current Canadian government policy and aid programs;

· The ACD ensures adherence in OC to the Oxfam code of conduct, as well as security and health and safety guidelines.

· Other related duties as required.

REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES:

1. A minimum of ten (10) years international development experience is required, with at least five years of senior program management experience, preferably in Southern Africa. Experience in Zimbabwe is a particular asset.

2. University degree required, with a relevant post-graduate degree considered an asset, as is formal training in gender equality.

3. A strong understanding and demonstrated experience/knowledge in some combination of gender equality, HIV-AIDS, rural livelihoods, governance and organizational development is required.

4. Proven capacity to develop and maintain strong collaborative, constructive, and respectful partnerships with local non-government organizations is essential.

5. Excellent written and spoken skills in English required; knowledge of Shona and/or Ndebele is an asset.

6. Demonstrated ability to prepare documents and program reports that exhibit a strong analytical capacity is required.

7. Experience using Results-based Management planning and monitoring methodology is required.

8. Demonstrated skills in finance, including experience of developing and managing complex budgets associated with donor and partner contracts.

9. Demonstrated skills in personnel management, including leadership and supervision of small staff teams.

10. Capacity to work in a self-directed manner, while liaising effectively with supervisors at a distance.

11. Demonstrated capacity to work collaboratively with a complex mix of stakeholders, including sister affiliates, civil society partners, government officials, multiple funders, etc.

12. Demonstrated initiative and success in program development and the securing of new funding;

13. Excellent interpersonal, coordination and organizational skills;

14. Demonstrable commitment to gender & diversity equality;

15. Strong computer skills in word processing, spread sheets, e-mail and Internet are essential;

16. Ability to live in Zimbabwe and to travel within the region and internationally is required;
