The QED Group is seeking a Research, Statistics, & Monitoring Specialist for work on the Management Support & Technical Analysis Services project in conjunction with USAID/Africa.
The goal of this project is to provide technical services to USAID/Africa’s Office of Sustainable Development (AFR/SD) in formulating a new, robust, cross-cutting and inclusive strategy via a multi-sectoral approach to achieving development goals, deepening understanding of development trends, and improving program performance while integrating gender and environmental considerations in the following areas:
- Health
- Education
- Conflict
- Peacebuilding
- Governance
- Economic Growth
- Agriculture
- Trade
Additionally, the Management Support & Technical Analysis Services project will support USAID economic growth and trade related activities in sub-Saharan Africa, as well as provide logistical and administrative support for the planning, knowledge management, communications, and outreach for all technical divisions of AFR/SD.
Duties and Responsibilities:
- Providing analytical and technical expertise for, and taking the lead on, specifying performance measures, collecting data and information, and reporting on the progress of the various initiatives and projects;
- Carrying out and reporting on assessing studies on techniques, activities, and projects;
- Sharing knowledge gained in trainings, workshops, and notes;
- Leading the set-up, population, and maintenance of tracking data;
- Applying the latest research, sampling, and statistical methods, cost benefit analysis, cost effectiveness, and general equilibrium analysis to scorecards, performance monitoring, and assessing studies;
- Participating in the selection and implementation of research grants and subcontracts; and contributing directly to the research and analysis work.
Key Qualifications:
- Master’s degree (PhD preferred) in statistics, actuarial science, economics, public policy, data analysis, research methodologies or related area;
- A minimum of ten (10) years of relevant experience with a Master’s degree, or five (5) years of relevant experience with a PhD. At least half of these years should be in or on developing countries, preferably in Africa;
- At least three (3) years of experience in quantitative monitoring and reporting performance of projects or activities related to development in developing countries;
- At least three (3) years of experience in using gender-based indicators (not solely sex disaggregation), gender analysis and gender-sensitive project monitoring, strongly preferred;
- At least three (3) years of experience in building, populating, and utilizing databases for reporting and analysis purposes;
- At least three (3) years of experience in utilizing econometric models to measure and estimate impacts of economic variables such as trade flows, investment flows, and GDP, strongly preferred;
- Demonstrated ability and extensive experience with cost effectiveness, cost benefit analysis, and general equilibrium modeling and analysis;
- Excellent writing and communication skills;
- Ability to utilize the latest ICT technology and computer software programs, including regression analysis, econometrics, data bases, and general equilibrium models;
