Context
|
GIZ International Services is planning to submit a proposal for the implementation of the “Programme for the Water Sector” funded by the Embassy of the Kingdom of the Netherlands. The proposal will cover Lot 1 “Water for Lakes State” and Lot 2 “Water for Eastern Equatoria”.
The Programme’s overall objective is balanced economic development and improved management of the natural resources to end insecurity, the dependency on food aid and improve livelihoods/ food security. This shall be reached by both unlocking the potential of integrated development and management of land and water resources for production in agriculture, livestock and fisheries and by improving the community health conditions.
The duration is 3 years with a possible extension of two years.
The Programme will lead to extensive tendering for service, supply and works contracts, therefore a procurement specialist is needed.

Responsibilities and tasks
|
The procurement specialist will manage all procurement processes for one Lot while ensuring optimal (1) Transparency of the procurement process and the use of public funds, ( 2) Proportionality, I e. the rigour of the procedure must be proportional to the financial interests of the Programme, (3) Equal treatment of bidders,( 4) Non-discrimination of bidders,( 5) Competition among bidders, leading to best value for money.
The procurement procedures used may be those in force in the Republic of South Sudan or those used by the Kingdom of the Netherlands.
The procurement officer must accompany all steps in the tender process, namely drafting the tender documents (with the Programme’s technical
experts), launching the tender, receiving the bids, opening the bids, evaluating the bids and awarding the contract.

Required qualifications and competences
|
- Has degree in economics, management, business administration or equivalent.
- Has strong writing and reporting skills, including command of the English language, as evidenced by project reports authored.
- Has good communication and social skills, as evidenced by references and an in-person interview.
- Has good command of the English language and preferably one or more local languages.
- Must be totally independent from any party which may stand to gain from the outcome of tender procedures.

Required specific experience
|
- Has experience in procurement and contract management as evidenced by references.
- At least 3 years’ professional experience in a comparable position.
- Outstanding knowledge of purchasing.
