The US Embassy is seeking for an individual for the position of Motorpool Supervisor in the General Service Office (GSO).
BASIC FUNCTION OF POSITION
The incumbent is responsible for the management of all motor pool operations, and maintenance for the Embassy and associated agencies under ICASS. Directly responsible for fleet management and preventive maintenance of over 80 vehicles. Oversees the preparation of required reports, monitors fuel consumption and mileage, and ensures that procurement of parts, fuel and other automotive services are consistent with USG or local regulations. Directly supervises Dispatcher and Mechanics. Provides second level supervision to A/Dispatcher and appx. 41 drivers.
MAJOR DUTIES AND RESPONSIBILITIES
Fleet Management: 35%
Directly responsible for the management of over 80 vehicles in the motorpool, including light and heavy armored vehicles, all terrain utility vehicles and passenger vehicles. Maintains inventory or all vehicles and vehicle records including registration and importation documents, procurement documents, fuel consumption and mileage, maintenance schedules, repairs and vehicle replacement records. Coordinates the shipping and delivery of new vehicles for the fleet. Prepare all required reports on various aspects of motor vehicles operations and maintenances as required by the GSO.
Procurement and Supplies: 10%
Directs Mechanic and checks all requests for procurement of oil automotive fluids, spare parts, mechanical services or other repair services such as body work, engine overhaul, or vehicle modification. Solicits bids for contractual mechanical or repair services with local or regional shops, negotiates best price and monitors contractor performance. Oversight of Mechanic’s performance as receiving officer for spare parts, tools and equipment.
Maintenance: 15%
Establishing, scheduling, and enforcing a preventive motor vehicle maintenance plan in coordination with the automotive mechanic and assures that maintenance schedules are set in the most cost effective and efficient manner and that the schedules are followed and vehicles are inspected
and undergo maintenance as required. Responsible for confirming all maintenance and repair records are properly kept for each vehicle. Incumbent is responsible for locating appropriate maintenance services locally or in neighboring areas.
Records: 20%
Checks bills received from vendors and verifies against motorpool records for correctness and assures billing is forwarded for payment. Determines appropriate allotments to charge (e.g. Ten allotments including ICASS, Program and other funds) for services performed on vehicles. Manages the preparation of billings for review by B&F, then direct payment to vendors. Keep accurate records of mileage and fuel consumption and prepares quarterly and annual reports as required. Responsible for reporting workload counts and assuring that records are kept properly and data reports are forwarded by the set deadlines.
Supervision: 20%
Directly supervises the Motor Pool Mechanics and the Dispatcher. Is second level supervisor for a pool of approximately 41 full time drivers. Responsible for providing detailed instructions to motor pool staff regarding their assignment, monitoring their performance and safety record, and if necessary, counseling them, to ensure that they receive timely feedback on performance related matters. Responsible for the Driver Safety program and the scheduling of classes. Handles Performance Evaluation Reports and timekeeping functions of all motor pool staff.
QUALIFICATIONS REQUIRED

- Education:
Completion of Secondary School (form IV) or qualified vocational school is required. Post secondary school study in management or equivalent work experience is required. - Prior experience:
Three years of supervisory experience that includes two years experience in a transportation field such as vehicle registrations, driver/dispatcher, mechanics/garage, supply or procurement. - Language proficiency: Level III (good working knowledge) in English and level IV (fluent) in Kiswahili (speaking, writing and reading) is required.
- Knowledge:
Must be knowledgeable of maintenance and repair of motor vehicles, automotive safety, Local laws, local vehicles registration, and insurance laws, policies and regulations. Must be familiar with procurement and basis budget procedures for correct billing of fuels, parts, and vehicle usage. Must have knowledge of local terrain and sources for spare parts and repair services. Must have demonstrative ability to utilize work processing, spreadsheets, and data base applications. Must have thorough understand of Department and Embassy motor pool policies and procedures. Must have expertise in planning and implementing transportation for VIP visits, including building motorcades. - Skills and Abilities: Ability to adapt quickly to changing circumstances; plan, initiate, organize and allocate resources to accomplish program needs through the effective and efficient use of available resources; resolve difficult problems independently; supervise, lead and motivate employees who report directly to incumbent as well as temporary employees; interpret and apply rules and regulations for new situations, and interface with officials from low to high rank inside and outside the Embassy for the purpose of coordinating efforts. Ability to analyze data and information, and prepare recommendations for policies and procedures. Must possess valid driver’s license. Should have skills to sufficiently perform most routine maintenance and repair work in order to supervise activities of mechanics and basic computer skills.
